According the local paper there has been a fair amount of public opposition to it but the county government may pass it anyway. I think it sends a very bad message the county where the state capital is declares itself unwelcoming.

Then, as you're always telling us, they should run for office or vote the government out.
It may be a bad message but it's theirs to send. If locals want to be stupid and it isn't violating the Constitution or whatever laws, they can be. It's one of things one has to deal with when there is local government.
