My understanding is Boomer lefties got butthurt and, not knowing how the internet works, think they can use Orwellian means to prevent it from happening again. Again, being Boomers, they fail to realize how tech savvy and able to get around this the current generation(s) are.

Apart from the fact that it is an overly inefficient idea that can be circumvented pretty easily unless it has extensive funding and social infrastructure behind it (the likes of which Austria as an independent state doesn't have, and hasn't had since the Revolutions of fucking 1848), it is just a dick move honestly. I'd half expect one of the IdPol Progressives on Tumblr to have suggested it but not the Kurz Government.
