Even if Trump got approval for $90 billion right this minute, it'd be a long time before before the moment when we could definitively say that the wall was built. Prototype testing of different wall designs started...over a year ago, I think, and they're still going on. Even if they had a design now, they'll have to seize shitloads of land by eminent domain from loads of different people, and those court cases won't be open and shut, people will fight to keep their random patches of desert. And even once the government owns all the requisite land and has a design to build, you can't just roll heavy machinery and materials up to random patches of the desert. It would probably take years just to get the roads in place to start prepping sites for construction to begin. And then once construction finally begins, it's a two fucking thousand mile wall. Multiple subsequent governments would have the opportunity to call the whole damned thing off before the wall was finished.

Come to think of it, Trump probably wouldn't live long enough to see his wall built, even if he did get it approved right now.

That way, he makes the Dems look foolish if they refuse or he gets to take credit for mending the government if he succeeds. Indeed, I don't think it would really be The Wall That Was Promised unless it goes along the whole border. Lose one eminent domain case, and he might be able to build a wall, but it would never be the wall.

The Dems proposed that deal before 2018, when they didn't want a fight over the wall because some of the Dems up for re-election were going to be in trouble of geography, so better to give them one last high-profile compromise to appease conservative voters in those states.

Maybe. I just don't think enough republican voters would turn on them in 2020 or 2022 to cost them the senate. The problem isn't just the politicians. It's that their voters are as morally bankrupt as McConnell. Trump owns that party and there's no equally bigoted but less corrupt alternative for them to pick.

Republicans will have a tougher time in 2020 for the Senate, especially in states won by Clinton. While it's true that most Republicans will vote for their party, I suspect the Democrats will be highly motivated, especially women. For Trump, he'll struggle since his next opponent won't write him off.
