He's definitely the most "yeeesh" Disney villain, and Hunchback is the second-most "what they hell Disney?" Disney movie.

Mother Gretel is very, very frightening to be honest. Not on Frollo's level, but the high level of emotional abuse and manipulation of Tangled was very, very real.
And while it came before, Gaston is also quite the shit.
That said, Disney's was a fine adaption of the Hunchback of Notre D'âme. Would have been a lot more popular had it come out today with its themes of social justice and decrying of racial discrimination and hatred of people on a superficial level.
