First, at least in my troop we generally had two person tents, which does allow for possibilities. Second, there are 24 hours in a day and 6 to 8 of them were spent in the tents. As to the rest, there can be quite a bit of privacy in the woods.
And? You'll notice the complete lack of problems in all the other Scout associations, and at all of the big events that happen every year. In particular, you'll notice a distinct lack of problems at the 50%-female largest camp that's happening in the US next year.
