I'm not saying he deserved to be shot, but an argument can certainly be made that he was at least complicit in acts of oppression as a lawmaker.

The social contract is the idea that the government is built to support the people, and if it doesn't, then the people can make their disagreements clear. Not sure where worshipping the government comes into play there. >.>
