Wouldn't it be natural to, once there was security, to reverse the gains the Ottomans had made before they were solidified?

That's kind of like establishing Israel in the Middle East because many many changing hands of the land ago, Jews lived in Israel. These states have been solidified. There's 200 something years of migration based on those international borders established. Changing things now based on borders then would just make things worse. Better to make decisions based on what borders are like now, but that raises the issue of some of these groups are at war and have been pushing each other into and out of territories.

But it wasn't the land changing long-ago, the dominant communities were still there, under the Turkish yoke.
