If you mean generally being religiously neutral but willing to recognize religion exist and making some rules that accept that religious people will be religious and accommodating them sometimes is better for all of us. AKA winter breaks matching Xmas holidays and exemption from birth control mandates.

The 10th Amendment (State's Rights) gives states the right to whatever right not held by the federal government. Thus, we can still be a theocratic (or secular!) country on a state level.
