That language does not say separation of church and state. It says 'separation of state from religion, but not separation of religion from state'. It also says that Congress shall make no law concerning religion. It is absent on whether or not states can make up their minds on the topic. The 10th Amendment (State's Rights) gives states the right to whatever right not held by the federal government. Thus, we can still be a theocratic (or secular!) country on a state level.
