Of course you can. Religious teaching mustn't be funded by public money, however, which is what this bill does. Competition among schools ... to what purpose? Public schools are not for-profit institutions. Traditionally they were funded by property taxes in the areas they served. That's less prevalent now, and most simply receive money from the local and state education departments based on their needs. When I was growing up, you went to the elementary and junior high schools that served your part of town and everyone ended up at the one high school. Obviously different places have different rules, but there was no shopping around for schools. I don't think that's a bad thing, necessarily, but it's not the same as finding the grocery store you like best. There simply aren't that many schools.
So no, it's not us stifling choice. It's the conservatives in Louisiana finding a way to funnel tax dollars to private religious schools, frankly.
