Simple. The only sort of sex he approves of is vaginal penetration by a penis. This certainly does nothing for gays or lesbians, but it's also not necessarily all that great for women either. Ah, that's actually fairly well thought out.
Of course, he also said it would be unethical to stop other forms of sex, so that's not so bad. It would be similar to a person who says they would never have an abortion but support the prochoice movement.
Ergo: mostly harmless.
