Disney's not going to pull a Rogue One and have the cast get killed off by the Empire. What that means is Thrawn will inevitably lose at some point.

In the EU, Thrawn could stand up to the New Republic and only lost because he was betrayed. In the new canon he'll be outplayed by teenagers.

The show mostly centers around Ezra.

You get my main point though, right? The main cast of Rebels is much smaller and less significant than the main cast of Thrawn's original novels. Thrawn's inevitable failure to win against the cast makes him come across as less threatening and competent than his EU inspiration.

When writers bring in a big name villain for the newer, weaker heroes to fight and defeat, it just makes the big name villain seem weaker.
