Because your internet service isn't doing much of anything, you're doing a TeamViewer style streaming of what their computers are doing and controlling that. They are saying that this shouldn't take up more bandwith than watching a low quality video on youtube, regardless of what you're actually doing on their server.
The problem here is that while this really does nothing to reduce the effects of lag. Sure the computer running the game has a faster connection and can communicate with the servers faster, but that won't mean much when it still has to wait for instructions to come through on the users shitty home connection. The lag won't be as bad as if the game was on your connection, but I don't think you'd ever see anything close to what they're claiming.
