This person is out of control. I guess. On occasion. Not all the time, mind you.
Although I wouldn't say he is actively trolling anyone, I would say he is very outrageous.
Or at least he tries. Without specifically offending anyone. Since that wouldn't be very nice.
I would reiterate that he is not banana person.
I don't know if banana person has been on in awhile.

It's highly rare, but we do sometimes permit DOSes to lapse, generally when the offender was DOSed a very long time ago and their offenses tended to imply "young and highly immature person who just needed a few years to grow the hell up."
... Sadly, out of the handful we've allowed back, only one so far has
not ended up getting re-DOSed. Two counting this guy, but, well... *gestures at the warning*
