I would say so. If a feature like this were ever to be made and it was open to the entire public of NS; having only the mods being able to see these said comments would mean that they would also have to direct most of their time in finding users who would abuse it by posting inappropriate comments in factbooks.
I suggest that users should be able to view comments if they were ever added to the game because it would make things a lot more swifter with reporting and so.
Just my two cents though, I would reckon that a feature like this isn't that high in priority. I'm not a mod or anything, so I honestly don't know.

If it's not visible to other players, then it wouldn't be important to stop people from writing offensive things.

This is both more convenient and more efficient than that, though. Especially if you're writing a particularly long factbook and need to keep a lot of notes as you save and then go back to edit when you're formatting and whatnot.

If you're writing a "particularly long" factbook then doing so offline, so you don't lose the contents if the site logs you out or some other glitch occurs, is probably a better idea than writing it directly in NS anyway.

I would say visible to author only. This is because in templates italicised text could be used for the same effect.
