Factbooks didn't always exist, so I'm not sure if it's relevant. I don't know the specifics of what is considered "Ancient". Nations that were created prior to the addition of founding dates are (I think) considered "ancient" on the forums. If they ceased to exist prior to the introduction of factbooks, there's nothing to see. If they created factbooks, you can look them up like every other nation.
If by "Ancient" you mean nations whose name has been recycled, I'm fairly certain that factbooks are tied to the nation name, not the specific nation who created them. If that's true, then the new nation would 'inherit' the old factbooks. If they chose to delete them, they'd be lost forever.
