Anyone who isn't being a douche is allowed in the Festival Server.
The individual forums are up to the administration of their regions, but I have it on good authority that raider aren't banned for just being raiders.

As far as their own forums state, generally "People who have been banned from the Islands for joining invader groups are often masked as Enemy Faction" or "nations who sign up her from raider regions will be masked as Enemy Faction," and then "Enemy Faction are excluded from participation" in most events. Anecdotally, I've heard the ol' "oh I know a person in XKI who says he'd be banned if they knew he was talking to me" as recently as last week. So, unless their forum is out of date and their member is misinformed...
Can you get someone from XKI to show up and say that Enemy Factions are allowed to participate?
