It was a government founded on the idea that influence was the means of production, that 'minnows' somehow needed a redistribution (when any "minnow" could have full rights by simply doing the basic work required to acquire ownership in the region) and spent its whole time decrying forums... and then set up a forum.

It was one giant effort by Milograd to troll TSP.

The forum was actually not meant to be a forum, it was an intelligence ploy. I'm not sure how effective it was, but we were intending on inviting in several members of regions who were pretending to support us (but who we knew were not on our side) and letting them see certain private areas of the forum. In those areas we had fake logs from individuals who were in enemy region/the old govt which seemed to indicate that they were on our side. Our hope was to create confusion and mistrust within the ranks of our enemies and cause infighting. Obviously after ten days we lost the delegate seat, and I'm not sure how far into that intelligence stunt we got, but if the coup had lasted longer it would have gotten even more interesting.

Pretty much. he wasn't trying to actually set up any real government. Sooner or later he'd have gotten bored... or handed his nation over to the NPO, I suppose, going by the later Lazarus affair.
