I don't see how you can claim that Rule 4 has made the SC useless when you've authored Condemn Unknown and Liberate Eastern Europe since Rule 4 was introduced, both of which make complete sense whether read OOCly or ICly.

The problem with this proposal is that it is badly authored, not that Rule 4 has made it hard to write. As you can see here, the earlier non-Rule 4 compliant version was of a similar quality.

Not to mention that (1) "Commend Imagey Nation" actually did commend someone for running a quality flag service and that resolution was pre-rule four, (2) this resolution is not focused on a flag making service.. but a particular donation of Silva's to NationStates.

THIS IS NOT A R4 DEBATE!

Hopefully that gets the point across. Please discontinue the threadjack.

Is this not a Security Council? Unfortunately, no matter how "brave" Tiago Silva's actions were, they do not constitute an action requiring a vote at this Security Council.
Having said that, let it be acknowledged that Tiago Silva has produced nice flags; and perhaps this proposal should be taken up by another, more appropriate council, if indeed there is one.

I think it is a very neat circumvention of Rule 4, wording a commendation of a player to make it sound as if it were a commendation of a nation. I predict ever more convoluted wording of resolutions while we pretend that the actions of players are in fact the actions of whole nations.

Such a prediction would have appeared more prescient if it was made last year when Rule 4 was introduced, as SC resolutions have been exhibiting this kind of convoluted wording ever since.

I think I'll predict that there will be a lengthy debate on the subject of abortion in the General Assembly.

Motuka has cast its vote in favour, to encourage things that will promote game activity uhm, more nations being founded in the, er, universe. Yeah, that sounds good.

Isn't it ridiculous commending a nation for something a player did?
It's like: if I make new issues and provide an additional option in the settings menu (or whatever) should my nation too be commended for something it didn't do?

Yes, in addition to "gaydiation," gays also have a "fagodynamic field" that attracts diseases. (In fact, "gaydiation" is just a radiative solution of the fagodynamic equations.)
The static field is:
Fag = (Ff/r2) * (-p)
where Fag is the fagodynamic field, F is Liberace's fabulosity constant, f is the measure of the individual's queerness, and p is a unit vector pointing from their mouth away from the nearest penis. (Hence why the minus sign is necessary.)
AIDS has an f charge, so it is attracted to gays.

it is neat, in a way. it allows one to commend a player while at the same time pretending that the player does not exist.

And motuka, i said "EVER more convoluted". I do realise this process has been ongoing, i just predict it will become more and more absurd.

If you submitted many new issues, your nation could be commended as a "great pioneer in identifying the concerns faced by people and for efforts in lobbying other governments to confront this issue".

vote against this proposal.... most nations received nothing from this nation, so why are we going to commend them? I dont see what the big deal is.... and i may have voted for if the proposal wasnt so short.

Not saying you're wrong either, because the SC has a history of faulty clock-timers -- but are you sure that you weren't looking at the GA's clock? Well actually that seems unlikely because they were days apart from one another.

Wait, you might be on to something.. I'm really tired and feeling kind of sick so I may not be doing my math correctly, but it seems to me the vote is planning to end five hours after the minor update? Huh?

His Excellency, Madara Uchiha, looks at this 'Commendment'.
Suddenly, Madara's Sharingan activates, spinning wildly.
"There is no way this can even be allowed to pass! There's not even enough to commend! What good has Tiago Silva done? And with that high of an income tax! What in the name of the Shinigami was the author of this proposal thinking? I refuse to be involved with this whatsoever."
Madara throws his copy of the 'Commendment' out the window.

More nations received something from this nation FAR far more han any other person who has been commended. Thousands in this game use one of the default flags, which meant they are using his contributon.

Just a minor point.

I don't mind commending Tiago for working on the default flags (.png >>>> .jpg). My problem with the current resolution is that it's impossible to tell that that's what the Commendation is for.

If the actions for which you're Commending someone aren't clear from the text of the resolution, then the resolution doesn't deserve to pass. (And yes, it's ironic that Rule 4 was supposed to help ensure clarity and clearly impedes it. That's not news, that's just life in the SC. Moving on.) New nations reading this will have no idea what Tiago actually did - and without doubt people will start submitting proposals like, "Commend X! X made my nation's flag look so pretty!" and have no idea why they fail.
