This proposal should be fairly self-explanatory. After discussions throughout the year so far, between England and some defender/independent forces, the English community has indicated they desire a Governor. These discussions were largely pushed to the forefront by Tyrr reviving and declining to appoint a Successor, or to remove Executive permissions from the WA Delegate.

England is every-so-often targetted by raiders who are particularly nasty towards the natives (those here in 2023 will remember the defamantion pushed by some figures) and overall has been fairly resilient, but would like to administer the region with a bit more... stability. As such, the native WA Delegate and I have formed a plan of action to get them a Governor, including this proposal.

I have put it on the forums to allow for some input, but I don't think this requires much drafting and will be submitting very, very soon.

The Security Council,

Recalling that England was Injuncted in 2023 by Security Council Resolution 446, which has broadly been understood to have been the first “pre-emptive” Injunction,

Affirming the soundness of this decision, as England had been subject to frequent large scale invasions, most recently in the spring seasons of both 2022 and 2023,

Dismayed that during the aforementioned invasions, the residents of England have been subject to undue oppression via temporary banishment, mockery, and libellous abuse,

Reflecting that in spite of this hostility, England has retained a fairly stable government under the rule of Isle of Westland and Suth Seaxe,

Concerned about the state of affairs with respect to Tyrr, which occasionally returns to England with substantial control over the region, though fails to take measures to ensure proper succession or England's long term security,

Understanding it is the wishes of the native community in England to have a stable Governorship to deter further invasion that might otherwise disrupt the continuity of rule, or the right of native nations to freely and safely assemble in England,

Believing that the right of a region to self-determination is paramount, and that the English community deserves to choose what nation shall be tasked with stewarding its development and protecting its fundamental security,

Noting that the repeal of the extant Injunction is necessary for England to obtain a new Governor and begin its next chapter,

Hereby repeals Security Resolution 446 “Injunct England”.

I stand today to support the repeal of Security Council Resolution 446 “Injunct England”, and to reassert England's right to self-governance and stability.

The Injunction was passed in 2023 due to the invasions and instability that had been plaguing the region. At the time, it was a sensible decision. Nevertheless, England has since proven to be strong and has achieved stable governance under Isle of Westland and Suth Seaxe despite hostile attempts at undermining its sovereignty.

England now stands ready to move on. The region seeks a new Governor who will usher in the security, continuity of government, and stability required to end the menace of invasion from abroad. Tyrr's persistent return to govern England is the ultimate demonstration of our need for permanent, self-directed leadership for the region.

This revocation of the Injunction will restore England to its right, ability, and dignity to make its own decisions regarding its destiny. This is not a relinquishment of safety, but an exercise of resolved pursuit of the goal of self-rule, unburdened by the inferiority of aliens.

I unreservedly support the repeal and ask my fellow delegates to do so as well.
