The very first rule is that "Proposals must be written from the perspective of the World Assembly or Security Council". So anything that is written in a proposal is the Security Council saying that. When someone says something, they do not use "you" to refer to themselves; that term refers to someone/something else. Your repeated "All we want for Christmas is you, SC" clauses come across as the proposal being addressed to the Security Council, not coming from it.

Many thanks Sedgistan and United Calanworie, (I think) I grasped the issue now. I did not realize that because I substituted "baby" in the parodied lyrics for "SC" when I am writing lyrics to parody that earworm, I ended up chanting back to SC, when I should be drafting something FROM the Security Council TO the target (in my case, all nations, compared to Ghiolgoth in SC#396).

I added some additional mentions of hamsters given the server outage we had.
