"Those individuals under the jurisdiction of World Assembly member states are still guaranteed the right to have access to copies of World Assembly legislation. In the case of contested territory or areas affected by disasters, member states must either provide copies of such legislation within the area, or provide individuals means of transportation to copies without."

For countries who don't have the necessary technological infrastructure to simply make the text available online, this will constitute an unnecessary financial burden by forcing them to make available, in physical print, the text of World Assembly resolutions for every single one of their inhabitants .
Changing from requires to something like urges is necessary if we don't want to impose a financial burden on countries that are already impoverished.
