OOC: Nonsense. It's perfectly legal to do this, and if for some reason the author can't manage a campaign then trying to accumulate support gradually through repeated exposure is probably the only way by which they can hope to get their proposal to the floor.
AFAIK the record is fifteen times, which was for a 'historical' proposal (before stamps, and probably before anybody had produced a campaigning script, but I think not before TG campaigning was possible)... and that did pass.
