We are in a civil war but are talking with those so called revolutionary people that we call rebels about peace they said that we needed to make embassy’s to get them to accept peace. So anyone willing don’t have to be in an alliance but that would be nice. We won’t close embassies unless they have sat empty for at least 3 months,
