The fondation of the empire

1 september 983, Grusxhein

The duchy of Arcadia, the duchy of Wurburg, the electorate-kingdom of Mauresl and the duchy of Francisia have decided to join forces in the face of barbarian raids. They became electors and Wilhelm, Duke of Francisia, became emperor.
Many other fiefs, such as the Duchy of Uvolla, decided to join the new empire.
The city of Grisxhein became the capital of the empire.
This new country created a national feeling among the Fylian people, who gave their name to the empire...

Each member state of the Empire is enitled to their own government and decisions within their state, but they can not control anything outside. The empire shall be split into regions under each of the 4 electoral states, and that electoral state will take into account their wants and needs when voting on things. The empire is legally entitled to have troops in every member state but Is not allowed to declare war on itself. Everyone must respect the decisions of the imperial justice court. The official currency of the empire is a Fyai, which can be seen as coins, not paper, heavens forbid.

The beginning of this amazing new empire stirred up questions.
-What will the government be like?
-What laws will be set for cooperation?
-what is our foreign policy?
Moresl proposes a meeting from the leaders of the electoral states of the Fylian empire to debate these things. Our proposal is such: Each member state of the Empire is enitled to their own government and decisions within their state, but they can not control anything outside. The empire shall be split into regions under each electoral state, and that electoral state will take into account their wants and needs when voting on things. The empire is legally entitled to have troops in every member state but Is not allowed to declare war on itself.

I agree but I think that they must be some restrictions like you can’t take land from other members of the empire without authorization and if you do not respect decisions of the imperial justice court your lands are taken.
Also we should have mobilisation and one currency for the empire

I agree with my fellow duke and vassal, however, i also think we should establish a Royal Council composed by the most talented vassals to rule with the emperor we should have :

- A Marshall
- A Chancellor
- A spymaster
- A Steward
- A Bishop
