Is there a way to see exact update times for a region?

You can use Spyglass, an Excel script, to find trigger times.

Hovering over the "X hours ago" marker on PC will show the time of the most recent prior update as a timestamp. It'll be similar day to day (24 hours apart) but not the same - also the ones that happen in the US evening will likely be later (as in, further past the start of the hour) than the ones that happen midday US.

If you want to try to estimate the *next* time a region will update, that requires using player-made tools to enable the art of what's called "triggering." If that's what you're interested in, I can attempt to give the short version, but the extra short version is "the tool gives you a list of regions in update order; you find a region that normally updates however-many-seconds *before* the region you're interested in, and then watch very closely for that region to update, at which point you can then expect your region of interest to update in however-many-seconds."

If a region is created during an update will it get updated at all?
