Description: Recent satellites have shown the formation of a new rocky, barren island outside of [@@NAME@@] waters. You sent your coast guard to go and claim the island, there’s just one problem. It’s inside Maxtopian territorial waters.

Option 1: A representative from Maxtopia shows up at your front door. “It’s ours! How dare you take such a sacred piece of land with such a um… storied past. Give the island to us, and I assure you there will be peaceful and swift proceedings. We don't want any trouble now, do we? If you rascals keep it… bad things may occur.”

Effect Line: land is given up for the purpose of furthering international relations

Option 2: An insane general of your navy, shows up and boots the representative of your lawn. “Non-shense!” he screams. “You may never take this from us! Set up a military base and claim all the territorial waters outside [@@NAME@@]. We discovered it first, and we will not relent! The Maxtopians will never get away! I will see to it! I didn't go to lunatic asylum for nothing!" he steams off, and hits the tree next to the sidewalk in your front yard.

Effect Line: negotiation proceedings involve a screaming military general

Option 3: As you are walking to your office for the day, a random man on the sidewalk confronts you. “Now now” he remarks. “I’m sure we can compromise. We could split the island in two! One half goes to [@@NAME@@], and the other half could go to Maxtopia. Sure, it might be a little awkward, but it will only improve our relations when we have each other side by side. In fact, I could see Maxtopia as being a very useful partner in the future! It’s the only way to agree here!” as you look back to respond to him, he’s already gone.

Effect Line: the border of the island is split by meaningless rocks

Option 4: As you are being escorted away in your limo, your security agent sparks up a conversation. “You know, I’ve been hearing about that island. Maybe you could put a hotel there and turn it in to a vacation destination. I know there ain’t plant life there yet, but there will be soon. Umm… relatively soon? This is a tough job, you know. We have to protect you from crazy people on the sidewalk and deranged military officials that storm your front door. We could really use a break."

Effect Line: vacationers are shocked to see their paradise is a completely barren rock

Soon, we could create a luxurious resort straight out of heaven! Imagine the money that would create for our great nation!" he exclaims, and then adds "aAhem, towards my salary that is."

Effect: an extra 10-figure sum is transported to your Minister of Tourism every month

Option 3: "Now now," remarks your grandma as you speak to her. "I'm sure we can compromise. One half of the island can be used for tourism purposes, and the other half we can leave alone for the trees and the birds and the whatever is on that rock anyway. A compromise always works honey." She tells you as she kisses your cheek. "If you brought this up, I'm sure everyone would agree with you!" as she proceeds to forget the next thing she was going to tell you.

Effect: tourists are shocked to see a massive dividing line in the middle of the island

Option 4: "Why don't you address something closer to home?" A disgruntled teenager on the sidewalk asks. "Like lowerin' the rent round' here. Heck, I can't even find myself a place to stay cause of these prices. Maybe you should actually help the people, and not some distant faraway island nobody cares nothin' bout. Besides, ain't there a volcano on that thing? Must be dangerous, man."

Effect: news outlets are shocked to hear... nothing

i don't really think you need option 4 cuz it's basically just the 'dismiss issue' button, but you can keep it if you want

More or less, the entire microbiome has to be established from scratch before even lichens can start growing, followed successively by grasses and shrubs, then maybe in a few decades (more likely centuries) you would see trees start growing in large numbers - not a couple days after the fact. Animals don't tend to just arbitrarily "flock" to new islands either; there's a reason they tend to function as evolutionary/genetic bottlenecks, it's difficult to get there! Here's a pretty good idea of what the ecological development of a new volcanic island looks like: link. Note; it took two years before the first vegetation of any kind was found, and over 30 years before the first bushes showed up!

In the description, it says that the island was detected by @@name@@'s satellites. Nations without a space program shouldn't be able to see it then.

I'm not seeing how this issue is more than a blatant power grab by @@NAME@@, in which case it seems less interesting to me (as we have issues about colonialism, expansion, etc). In any case, although it may seem relatively minor, the description contains a player autonomy violation. The leader of a liberal, sensible nation like Fauxia would not lay claim to an island in someone else's territorial waters, and so regardless of whether the Coast Guard unilaterally went to go claim the island, @@LEADER@@ would not have ordered them to do so.

Come to think of it, that perhaps might make for a slightly more interesting issue—Coast Guard immediately went for the island because they thought it was of strategic interest for some reason, or it happens to be right where @@NAME@@'s territory meets Maxtopia's... something that makes it more than just "should we steal this island that rightfully belongs to Maxtopia?"
