How does weather work?

Y'all know how Weather is a stat in the game? How does it work? I've seen it go up and down gradually multiple times, so is it a seasonal thing? Or do issues actually affect weather. Is it random?

RL seasons, to my awareness, do not affect weather. Like all (non-GP) stats, it is affected mostly - if not entirely - by issue play. Hopefully one of the editors will be able to confirm or deny this one.

It is a stat like any other NS stat, affected by issues play. Apparently, it seems that boosting Environmental Beauty boosts Weather too, and for some reason more Culture means lower Weather. That's all I know.

I've heard that supposedly having your citizens go outside more apparently affects the weather stat because they'd appreciate the weather more. Plus, it seems that environmentally friendly options generally increase weather, as Plaetopia said. I've noticed that it can be a bit of a volatile stat & isn't focused on by a lot of issues, although it is often unintentionally affected by decisions it seems, as I'm seeing in my weather graph, which has many minor fluctuations. Do expect NationStates's mad logic.

I took a look at the top ten for the weather stat, & most of them are pretty bloody old as seen with their massive populations, so it seems overall age is a factor, probably out of coincidence.

The reasoning for culture affecting weather is that a civilization that is more cultured often lives in areas that don't have nice weather, but it doesn't have too grave of an effect.
