Here is the Backstory:
Two years prior to this event, The Historic Atlantic War, fought between Noxtrem, Rutthenia, The NGU, and Vanavoy came to an end. The document that ended the war was known as the Treaty of The Atlantic. The Treaty of the Atlantic put the International Organization known as APSIA at peace, and it ratified and protected the sovereignty of several emerging nations threatened by the war. One of these nations was Neu Osterreich, Neu Osterreich consists of the land that used to be the nation of Austria. During the peace talks for the Treaty of The Atlantic there was heated fighting over who would be able to hold the lands of Austria, and the Bavarian Alps, between Noxtrem and Vanavoy.
The developing nation of Neu Osterreich took a massive hit as a result of the Vanavoyan Civil War, they took a large influx of refugees that have crippled their labour markets, and they lost one of their only major trade partners (Vanavoy). The small government recently went into debt because they attempted to take out multi-million credit loans in an attempt to fund their federal police force, that maintained the fragile order. Street violence has been a common place event for months, and crime has skyrocketed. The Government of Neu Osterreich requested that the Noxtremian Army reestablish order to their major cities. But the Noxtremian Bundestag voted against it, yet offered up a plan to buy out the government of Neu Osterreich and it's debt, in return for northern territories of Neu Osterreich. Eventually, after weeks of debate, a deal has been signed that annexes Neu Osterreich and sets forth a plan to integrate them into Noxtrem. The plan was initiated on January 23rd 2018 (APSIA Time). The idea has gain public support in both Noxtrem and Neu Osterreich because it is mutually beneficial. But it has taken lots of flak from other prominent nations in APSIA because it is a violation of the Treaty of the Atlantic. The Noxtremian Chancellor, Bundeskanzler Dexrel Kallig has taken measures to avoid major tension, but it appears it may be inevitable.
Rutthenia's Prime Minister Marie Thenoz-Ortega and the Rutthenian Parliament have called for a diplomatic condemnation of the annexation. Prime Minister Thenoz-Ortega has cited Noxtrem's occupation as "unlawful" and "a direct violation of an agreement Treaty of the Atlantic". The Rutthenian Government had sent 500 of their peacekeepers to major cities in (former) Neu Osterreich, to keep peace. Whereas the Chancellor Roberts of the Nationalist Gold Union (NGU) has chosen to stand by Noxtrem's actions he was quoted saying: "Popularity and support for the annexation was prevalent in both sides of the gun. However, critics are standing with the Treaty of the Atlantic, which ensures the sovereignty of the New Austria. However, Austrian and Germans alike both supported the merging of their nations. I would like to stand with them as well. The purpose of the Nationalist Gold Union is not to intervene in the squabble of other nations. We will refrain from doing so.". The NGU had recently broke the Treaty of the Atlantic too, in their conquest of the Socialist Gold Union.
