It all happened so quickly...it felt like the rug had been pulled out from under everyone's feet at once. The quiet comfortable lives that we all once knew in a modern western society had collapsed in deafening chaos as suddenly on November 25, on Black Friday the city of New York was attacked. Manhattan, the most densely populated of New York's boroughs was the target. No one knows who did this or why...all we know is what happened. A hybrid form of Rabies, crossed with the Influenza virus, was released into the air throughout Manhattan shopping centers and iconic areas of the already iconic island via suicide bombers.
Within hours the situation had become unimaginable for most average citizens, the US Government shut down the bridges and ferries to and from Manhattan after the attack in fears of further contamination, people panicked but by this time things were still manageable. People were being given rabies treatments across the city, military and disaster specialists were being shipped in by the truckload as the only ones allowed into the city, martial law was ordered but so far no one had died from the virus...many thought the treatments had worked and that this had been a failed act of terror. That was until about a week later when the first cases of those originally infected began going violently insane, they beat people to death, bit them...they didn't even stop after getting shot...as if they felt no pain whatsoever. Even those who'd been treated began going insane, those who survived being attacked from them were thought to be fine, until suddenly they too began to go violently mad. Hundreds of thousands of people became died within days...even more became infected.
That was when the bridges were blown up and the Coast Guard began shooting anyone trying to leave instead of detaining them like they had previously. Thankfully with the madness the infected lost the cognitive functions needed to swim and so they drowned before they could ever get across the rivers surrounding Manhattan. However that was the only good news, 1.6 Million people had been trapped in that city, that number inflated to almost 2 million with all the military and disaster response personnel the US Government had sent in...and within a month the death toll was unimaginable. Out of the nearly 2 Million people who had been left stranded on the island, at most only 500,000 had survived some experts had predicted. And then, when everyone was on the brink, suddenly the Infected changed course.
They retreated into the Subways and Sewers, easily overrunning whoever had thought to hide down there but leaving the vast majority of survivors alone. Hundreds of thousands of infected disappeared beneath the surface just a day before the first snows hit New York, a revelation was made that day, the virus couldn't survive in the freezing cold of winter. It is now Christmas Day in December, and everyone everywhere is preparing for the spring as best they can when the infected hordes will come out in full force to finish what they started a month ago. While the situation is bleak, there is at least a fighting chance, as nations around the world work towards a vaccine, a cure, or just simply towards getting as much aid as possible to the people of Manhattan as possible. Aid drops from helicopters are occurring daily despite the complete cut off of official communications to and from the island, with Social Media taking up the new job of keeping a link between Manhattan and the outside world.
A few days ago things even started to look a bit better than before, as the Confederate League of Independent States of Tula was able to create and mass produce a temporary vaccine that'll temporarily push back the symptoms of the infected if injected into the bloodstream of an infected individual who hasn't gone mad yet. They started dropping those alongside their regular aid drops of food, water, medicine, and weapons...yes, weapons too are being dropped into the city. The military lost a lot of it's equipment early on to the infected by dropping them in zones that became hot-spots for the virus, contaminated zones where no one dared go, so the decision was made that more weaponry had to be brought into the city if the survivors of Manhattan were to keep living by the time spring came around. It was a sign that we're all going to have to start fighting against the virus if we want to have any chance at survival. Despite it being a good idea with the best of intentions, there was an unforeseen side effect to the dropping of military equipment by the nations of the world...they began arming the different factions and gangs that inhabited the city.
Now, now it is only a matter of time until one of several options comes true. Either a single faction can unite the people of Manhattan against the infected and retake the city. The factions unite together to face the infected in a united fashion. Or the city falls to the waiting infected and every man, woman, and child is slaughtered without mercy. Only time, and the actions of a few, will tell what fate awaits this once fair city.

-The Last Brigade (in Green on the Map), a little over 2,000 National Guardsmen, Active Duty Army and Marine Infantry, and Policemen, can be found in the southern part of Manhattan. They're the best trained and best equipped faction but also the smallest, loyal to the US government their goal is to save as many people as possible and retake control of the city for the United States. They are all that's left of the law and order of the old Manhattan. They are led by Colonel Howard Berry.
-The Manhattan Separatists (in Blue on the Map), located in Midtown, more specifically Hell's Kitchen. This group of citizens has deemed that the US government has left them to die, and so this group whose leadership in old Manhattan were considered crazy for being preppers and conspiracy theorists has claimed Manhattan as a separate and independent city-state. Looking out for only themselves this group has gone to hoard together as many supplies as it can get it's hands on as it looks to establish footholds throughout the city to secure more drop sites that are regularly visited by the aid-helicopters. Consisting of 20,000 members this is the largest group by far but the worst trained and equipped one as well as the Separatists have forgone weapons in favor of the food, water, and medicine needed to keep them and their families alive. They are led by Commander Ronald Miller.
-The Cleaners (in Yellow on the Map), are a group of 10,000 former blue-collar workers and fearful citizens who are determined to retake the city from the infected at any cost. Located on Randalls and Wards Islands as well as in East Harlem and Harlem, this faction is slowly but surely weeding out the infected from these areas. The Cleaners operate on the idea that the US government is going to destroy the city soon if the infection cannot be stopped, therefore the people of Manhattan must cleanse the city entirely of the infection unless they give the government a reason to kill everyone left on the island alongside the infected. As such, the Cleaners have taken to destroying entire settlements, entire groups of people, who they are unsure of in terms of being infected or not. The Cleaners are well known for their firemen's equipment and gas-masks, their use of homemade flamethrowers, and their brutal violence towards non-Cleaners who've had contact with the infected or who can't prove effectively that they aren't infected with the virus. This has sometimes led to people who are sick with other virues such as regular influenza or the common cold to be shot and their bodies burned anyway due to mis-identified symptoms of infection by Cleaner "Purification" Squads. They are led by former Officer Lisa Williams.

Your role as a player in this RP is twofold. On one hand you will RP as your nation as it attends international summits to discuss the situation in Manhattan, allocate resources to either hide who's responsible or find them and bring them to justice, and as it interacts with other nations to attain its goals which are linked to the Manhattan Crisis. On the other hand you will also be RPing a squad (no more than 10) of Special Operations soldiers of your nation and two specialists (one an engineer, the other a doctor who can study the virus within Manhattan) as they exercise the will of your nation within the Quarantined Manhattan City after setting up a base of operations. On the inside your Spec Ops Soldiers will have to choose which factions to work with, which to ignore, or to merely go it their own and build their own faction as they attempt to complete their objectives within the Quarantined City. Remember however, whatever happens in Manhattan, stays in Manhattan.

2. No Godmodding, Metagaming, etc.
3. Remember to RP realistically, if a group of your soldiers get ambushed by another player's Spec Ops Troops and no one can help them quickly then more than likely they will die or be captured, this can include main characters...but again considering 3 out of 4 people in Manhattan have died so far it's to be expected that you'll take loses.
4. There is only one nation that starts out with samples of the virus, and this is for story reasons, there are no other samples outside of Manhattan...you have to go in to get them. However to secure them you'll need to find a way out that won't get the samples destroyed or your soldiers killed. The reason for this is because while aid-helicopters don't get checked going into Manhattan airspace they do get checked once they leave. Any samples of the virus found will be destroyed promptly by the US government and severe political repercussions will occur if you're caught trying to get either people or samples out of the Quarantine. Again, what happens in Manhattan, stays in Manhattan.
5. The best "morally good" way to get out of Manhattan with samples and/or your soldiers is to retake the city from the infected by completely wiping them out, because once the city is secure the chaos that'll result from emergency personnel and soldiers pouring back into the city to keep it secure will provide your troops the perfect cover to leave the city in the confusion.
6. However, samples from within the city are not necessary to find a cure/vaccine or to find a way to replicate the virus, your medical specialist can work on either goal within the city.
7. Further, soldiers can also get out of the city as well without needing to destroy the infected if you can find a realistic way for them to get out without the US government or the international coalition guarding Manhattan ever noticing.
