It was a cool and peaceful night. The moon is glowing, the water waves flow like the wind, and everything was peaceful. Clouds were seen as an unknown aircraft is heard. An unidentified airship, whose destination is Gamindustri, was accompanied by two other battleships and six other airships. On each side of these airships is an emblem that has a dragon and the words: the top half says "VALHALLA AERIAL COMMAND FLEET", and the bottom half says "SOVEREIGN FORCES PRECINCT, CENTRAL REGION". The Valhalla Aerial Command Fleet, a part of the Sovereign Forces Precinct, Central Region, was en route to Gamindustri for talks between the Novayan Revolutionary Democratic People's Republic, a fascist and militaristic but friendly and antiracist state, and the Gamindustrian Union, a unitary parliamentary confederation.

On board the bridge of the flagship Valhalla, Admiral Borealis Mir Norsoutha, the leader of the Military Revolutionary People's Committee that led the Novayan RDPR, walked towards Admiral Alexander Wainwright. "Admiral Wainwright, are we almost there?" Asked Admiral Borealis. "We're at the Eastern Sea of Gamindustri, nearing Gamindustri, so we'll be there, Sir." Answered Admiral Wainwright. ADM. Borealis Norsoutha—who is wearing a three eagle Admiral's uniform, a khaki visor hat, and black gloves—nodded. "Contact the Gamindustrian government that we'll be arriving." He ordered. "Yes, Admiral." Wainwright answered and relayed the order to the Valhalla communications officer.

Basilicom, Planeptune City, Hyperdimension Planeptune

It's just another day for Nep-Nep. Just another day, that is until a Corporal of the Basilicom Guard (a unit of the Planeptunian Gendarmerie Honor Guard), accompanied by a High Master Sergeant, interrupted her business.

"Lady Neptune, ma'am" HMSgt. Walter Hunson, the chief master sergeant, said, "Corporal Koizumi requests an audience with you."

"Well, speak up, Corporal," Neptune, who held the rank of Generalissimo, replied.

"Ma'am, I have received word that a delegation from the Novayan Revolutionary Democratic People's Republic is en route to Planeptune City International Airport," Cpl. Aika Koizumi said, "they will be arriving soon."

Upon hearing this, Neptune transformed into her HDD form, which, conveniently, was dressed in Generalissimo's garb (consists of blue-green peaked cap with badge desogned as: crossed batons with laurel wreath surrounding the batons and diamond with d-pad and shield in front of the batons, Generalissimo's epaulettes, aiguillette, blue-green dress uniform, blue-green pants and black low heels), as a result of Chika Hakozaki, the Chief of Staff of the Hyperdimension Leanboxic Navy, being promoted to Grand Admiral.

"High Master Sergeant," Purple Heart commanded in a leader-like voice, "I wish to speak to the Major of the Basilicom Guard. Corporal, return to your post."

"Yes, ma'am," replied both soldiers, before leaving promptly.

After 5 minutes or so, HMSgt. Hunson returned, this time, with Maj. Akinari Tsutsui, the Major of the Basilicom Guard.

"Major," Purple Heart commanded, "I am sure you heard that the Novayan delegation is arriving for a diplomatic visit. I want you to make preparations for when they are arriving. You may ask Corporal Koizumi for more information. I also want you to coordinate with the police whenever necessary. As for you, High Master Sergeant, return to your post."

"Yes, ma'am," replied both soldiers, before leaving.

With that, Purple Heart got her N-Gear and phoned Col. Eric Taylor, the Colonel of the Hyperdimension Planeptunian Goddess' guard, the chief of staff of the Hyperdimension Planeptunian Gendarmerie.

"Hello, ma'am", Gen. Shimabukuro answered.

"General," Purple Heart replied, "it has come to me that a Novayan delegation has come for a diplomatic visit, and I estimate their time of arrival to be anytime soon. I want you to spare the necessary units: welcoming honor guards, airport security and escort units. Do not worry about the Basilicom Guards, I took care of that. Can you do that?"

"Yes, ma'am," the General responded.

"I also want you to coordinate with the police," Purple Heart commanded.

"Yes, ma'am," Gen. Shimabukuro, again, replied.

"That would be all," Purple Heart remarked, "Neptune out."

Afterwards, she contacted Commissioner General (highest police rank in a nation, note that there are eight nations in the Gamindustrian Union) Akechi Hyuuga, chief of staff of the Hyperdimension Planeptunian Police.

"Hello, ma'am," Cmsr. Gen. Hyuuga replied.

"I want you to command the Chief Superintendent of Planeptune City to order all police officers in the area to be on high alert," Purple Heart commanded. "A Novayan delegation is coming soon for a visit, and we need to make sure everything gpes smoothly."

"Yes, ma'am," the Commissioner General replied.

"I also want you to plot out a traffic map for the delegation and advise the public about it, I also want you to inform affected government services." Purple Heart commanded.

"Yes, ma'am," Cmsr. Gen. Hyuuga replied.

"That would be all," closed Purple Heart. "Over and out."

With that, Purple Heart prepped herself and changed clothes to a more formal outfit (a corsage, a black gown and more fitting heels), then changed back to Neptune to regain energy. She then began contacting the other goddesses about the diplomatic visit, and so far, Nepgear, Uzume Tennouboshi, B-Sha, Plutia, Peashy, Hyperdimension Noire, Uni, K-Sha, Rom, Ram, C-Sha and both Verts, as well as Mina Nishizawa and Chika Hakozaki, could come. Ultradimension Noire and Ultradimension Blanc couldn't come, as they are busy discussing important matters, and Hyperdimension Blanc couldn't come, as she was in a diplomatic visit to Sweden. S-Sha was able to come, but, naturally, she wasn't interested.

A Few Hours Later
Near Planeptune City, Hyperdimension Neptunia

"We're nearing Planeptune City, HD Neptunia." Announced Admiral Wainwright. "Really? Already? Well, good. Just don't try do anything stupid." Ordered Borealis. "Yes, sir. Comms officer Hendrickson, contact Planeptune City International Airport. Tell them that we're arriving." Admiral Wainwright ordered. "Roger that, Admiral!" Hendrickson said before establishing communications link with Planeptune City International Airport tower. "Tower, this is the Novayan Forces Airship Valhalla. We're going to land at the airport. Repeat: We will land at the airport. The NFS Valhalla will be detaching from its escort ships. Don't worry, the Valhalla Aerial Command Fleet will be staying above at 15,000 meters. Just for observation in case something happens." Said Lt. Hendrickson.

Meanwhile, at the main exit of the Valhalla, ADM. Borealis Norsoutha was talking with VADM. Ushanka Mosin Aleksandr Zoborov on the comms screen. "Really? You need to have the courage to do so, Borealis." Said Ushanka. "I can't! I don't know how!" Replied Borealis. "Listen to me, boss. You need to inhale, then exhale. Inhale, exhale. Repeat that until you're calm." He told him. Borealis Norsoutha nodded and begins to inhale and exhale repeatedly but slowly. "You calm, Sir?" He nodded. "Good. Just remember, Borealis. Inhale and exhale when you're about to stress up, okay?" Ushanka told him. "Yes, Ushanka. I will." Borealis replied. "Good luck, so go out there and do some diplomacy!" He replied. Borealis nodded.

Planeptune City International Airport

After ADM. Borealis Norsoutha and his escort got off the airship and began heading towards the arrivals section of the airport, a small honor guard platoon nearby began welcoming him by following a series of actions:
-transferring their Type 002 battle rifles to the left shoulder, only to rotate it 180 degrees, such that the trigger is facing on their front (note the trigger was facing originally on their back), and drop it, such that the stock drops the ground, but not the whole rifle.
-when ADM. Norsoutha was close enough, they would salute him.

And upon the salute, as if on cue, Purple Heart, dressed in a corsage, a black gown, and black high heels, escorted by four gendarmes, approached the area.

"Welcome, Admiral Norsoutha," greeted Purple Heart in her most formal voice. "We have been waiting for you."

OOC: Be advised, the Gamindustrian Union has 8 nations, and this Planeptune City (there are 2 Planeptune Cities, and this one takes place on the capital) is located in Hyperdimension Planeptune, one of the 8 nations.

Borealis salutes back. "Thank you, Purple Heart, although....I'd prefer to be called by my first name, Borealis, because calling me by my rank and full name is really strange for me or something." He said. "So! Time to get back to business, Lady Purple Heart. I'd had plans that will benefit our nations: The Novayan RDPR and the Gamindustrian Union." He said before whispering to his own honor guard platoon. "I'M FUCKED IF I SCREW THIS UP, MEN! I MIGHT SCREW IT UP!" Borealis whispered to his honor guards.

"Seriously, Admiral. You're one of the members of the more friendly military junta that led the Novayan RDPR and yet you're still scared of screwing things up?" Said one of the honor guard platoon members. "Sir, I think you need to swallow a chill peel or something. That'll work." The commissar of the Novayan honor guard platoon added. "Inhale and exhale, Sir. Like what Ushanka said. Do it, SIr!" Another honor guard platoon member encouraged him. "Forgive us, but he always tends to stress and...panic a lot when he tried to make his speeches in the podium or trying to give out proposals to world leaders like you or something." The platoon commissar said before Borealis finished inhaling and exhaling. "Phew...I almost panicked, aren't I?" Asked Borealis. "Yes you are, Admiral Obvious." The same commissar replied.

"Just calm down, Borealis," Purple Heart said to the Admiral, "everything's going to be okay. We'll discuss about those plans later at the Basilicom."

"Ma'am, are you sure the Admiral is okay?" LCpl. Tatsuya Adachi, one of the gendarmes with her, asked.

"I'm pretty sure he's okay," Purple Heart replied. "He's just stressed out, please respect him."

"Yes, ma'am," the Lance Corporal replied.

While walking down the aisles, Lt. Chihiro Kanou (actually a 2nd Lieutenant rank, as 1st Lieutenant is occupied by High Lieutenant), an officer of security operations of Planeptune City International Airport, happened to be nearby and, upon seeing the goddess and the delegation, saluted them.

"Ma'am," greeted the Lieutenant, as she saluted.

"I appreciate that," Purple Heart replied. "At ease, Lieutenant."

With that, the major stopped saluting, relaxed, and walked away.

"Say, where are we going?" Asked Borealis. "I think we're heading to the Basilicom, Sir." The commissar replied. "But why isn't Ushanka coming?" He asked again. "He had a kidney transplant surgery. That's the reason why he isn't coming." The commissar answered. "What about the rest of the junta?" He asked. "General Kurenai Rika's taking a vacation, Brigadier General Helga von Schraunberg went to the dentist, General Nikita Ivanovich Aleksandrov's playing with his toys, General Grigor Illyanich Stoyanovich and his gang of four went to watch the funniest movie, Admiral Richard Morrison is playing golf, Archbishop Zolorov is preaching, Doctor Stukov Petrenko is acting like TF2's Medic while playing Surgeon Simulator, and your grandpa is playing video games with your dad and younger sister." Said commissar, whose name is Aleksandr Petrovich Petrenko, answered.

"What about the military?" Asked the Admiral. "The Knights of Salta—officially the 12th Special Operations Command Brigade—is currently investigating unknown creatures north of Aluro and in the southeastern border, the 1st Fleet is in a military exercise, the 17th Marine Expeditionary Brigade and the 1st SS–Panzergrenadier Division LSSBN is also working in helping the Knights of Salta, and Sovereign Forces Precinct is in mobilization status and all others." Borealis and Commissar Petrenko continued talking, this time about the unknown creatures.

OOC: No offense, but the Reichswaffen–SS is actually more friendlier rather than being racist and anti–Semitic.

At the baggage claim area, a squad of gendarmes, carrying Borealis's baggage, arrived at the scene.

"The Admiral's baggage, ma'am," stated High Sergeant Matsuke Tsuchida, the leader of the squad.

"Excellent work," commended Purple Heart. "Come with me."

"Yes, ma'am," replied the High Sergeant, who then turned to the rest of the squad. "You heard her, men, get moving."

"Yes, sir," replied the rest of the squad in unison.

Upon exiting the airport, an SUV-like limousine awaited Purple Heart and the Admiral. This limousine was escorted by two Gendarmerie vans, each one capable of carrying a squad of 8 . On top of that, a detachment of two gendarmes were guarding the limousine. Along the path were gendarmes, lined up at attention.

"High Sergeant Tsuchida," commanded Purple Heart, "put the baggage in the trunk, then you and your squad are dismissed."

"Yes, ma'am," replied HSgt. Tsuchida, who, again, commanded the squad, "Get to it, men."

"Yes, sir," replied the rest of the squad, again in unison, who then proceeded to put the baggage into the trunk.

Borealis suddenly turned to his honor guard platoon. "Men, please return to the Valhalla. I'll be fine without you guys." He ordered. "Yes, Admiral!" Commissar Petrenko said before leading the platoon back to the Valhalla, which teleported the Commissar and the honor guard platoon said Commissar is leading. "Miss Purple Heart, you should be first to enter the limousine." Said Borealis.

"As you wish, Borealis," Purple Heart replied, as she stepped in the limousine. The Admiral followed, then the two gendarmes. Once everything was ready, the convoy proceeded to the Basilicom.

Basilicom, Planeptune City, Hyperdimension Planeptune

Meanwhile, in the Basilicom, the goddesses and oracleswho would come were there. Nepgear (or Purple Sister) was in a white gown with matching elbow length gloves and matching white strappy heels, Uzume Tennouboshi (or Orange Heart) was in a cream gown with matching cream heeled boots, B-Sha was in an outfit identical to Uzume's, except she was wearing Mary Jane wedges, and had flower headbands, Plutia (or Iris Heart) was in a fairly revealing gown and in black heeled boots, Peashy (or Yellow Heart) was in a white gown and in white Mary Jane heels, Hyperdimension Noire (or Black Heart) was in a black gown with black gloves and black heels, Uni (or Black Sister) was in a black evening gown with flower ribbons and matching heels, K-Sha was in a red gown with black heels, Ram and Rom (or the White Sisters) were in pink and blue cocktail gowns, respectively, with white gloves and white low wedges, C-Sha was in a blue gown with complimenting black heeled boots, Hyperdimension Vert (or Green Heart) was in a white ball gown with white gloves and white heels, Ultradimension Vert (also Green Heart, but a different entity) was in a green ball gown with black heels, Mina Nishizawa was in a red gown and red low heels and Chika Hakozaki was in her Grand Admiral garb (consists of a peaked cap with badge designed as: crossed batons with anchor in front of the batons, Grand Admiral's epaulettes, navy blue dress outfit with Grand Admiral's sleeve ranks near the wrists, navy blue pants and black low heels), given she was recently promoted to Grand Admiral. With all the goddesses in formal wear, had it not been for the candidates and the gendarmes, it would have felt like a prelude to a prom night or a soiree instead of a diplomatic meeting.

Suddenly, HMSgt. Walter Hunson came to the scene.

"Mesdames," the High Master Sergeant declared, "just a heads up: Madame Neptune and the Novayan delegation is en route to the Basilicom, and, according to estimations, will be here soon. That would be all" With that, Hunson left and returned to his post.

"So, Miss Purple Heart. I need to ask you a few questions." He said as he turns on his tablet and watches Ace Combat Infinity Mission 3. "May I ask if you had led the Gamindustrian Armed Forces in any conflicts before?" He asked her. "Just asking, Miss. If ya don't wanna answer, I'm fine." He added.

"Let's see..." Purple Heart ponders.

"So far, I've lead goddesses into combat, against things that brought cataclysmic disaster, to be exact, and I have mobilized local forces in order to defend Gamindustri from local threats," Purple Heart reminisces. "As far as combat against other nations is concerned, none as of yet, although we have foreign forces combating the Islamic State as we speak, and we also have an expeditionary combat group in Japan just in case the Korean Peninsula goes, ermm, ballistic. Also, we may have trouble with The PC Empire, who, according to the Gamindustri Intelligence Department, is mobilizing to declare war against us, claiming that it is their destiny to rule the continent. As a measure, we have been preparing our forces."

"Huh? They're going to rule over Gamindustri? Why would they want to, Miss Purple Heart? Is there any reasons why they want to conquer and rule the continent?" Borealis asked as he paused the video in his tablet.

"According to the Gamindustri Intelligence Department, it is the whim of the Imperator, such that his empire can be more all powerful," Purple Heart explains. "Our top agents believe the Imperator is doing this for shares. Whatever the reason, as long as we goddesses run Gamindustri, we won't allow our people to be enslaved and repressed by the PC Empire and the whims of the Imperator."

"Ah. I'm not happy with the Imperator's intentions of invading Gamindustri." He said. "If they ever dare to invade Gamindustri, the guys from the private military company I led—Atlas Military and Security Firm—will provide the resources, manpower, and equipment to help with fending off the invading forces." He said. "If the PC Empire managed to take most of Gamindustri, we will intervene in your side. Of course, that would make me send two army groups—each having 400,000 troops—to Gamindustri." He said.

"I appreciate that," thanked Purple Heart.

As she has finished those words, the convoy has arrived to the Basilicom. Two lines of honor guards lined the way to the entrance, one on each side. Each honor guard was, this time, equipped with a Type 009 Assault Rifle, as opposed to the welcoming platoon, which were equipped with Type 002 Battle Rifles. As Purple Heart and Borealis alighted the limousine, the honor guards did a similar routine to the welcoming honor guard platoon, except, since their legs were split, and they were carrying their rifles, such that the butt is on their right waist, and the barrel is at their left shoulder, they would stand at attention first before moving their rifles to their left side, only to drop the butt of their rifles, and salute.

As Purple Heart approached the entrance, she saw what appeared to be the High Lieutenant of the honor guard platoon at the Basilicom entrance.

"I commend your work, High Lieutenant," commented Purple Heart. "I have to admit, your platoon has perfectly executed this routine."

"Thank you, ma'am," replied the High Lieutenant.

"So this is the Basilicom." Borealis said as he removed his peaked cap—revealing his long dark-blue hair with white and light-blue streaks, aurora blue eyes, and, surprisingly, a soft, feminine appearance. He then held his peaked cap with his left hand before following Purple Heart. "I wonder who might be also in the Basilicom..." He murmured quietly while still following Purple Heart.

OOC: Officially, Borealis Norsoutha, who looks like a Japanese-American, is 23-years-old, has long dark-blue hair with white and light-blue streaks, aurora blue eyes, and, surprisingly, a soft, feminine appearance. TG me for information.

When Purple Heart and the Admiral arrived at the room, they were greeted by the present goddesses, oracles and Gold Third members.

"Ladies, this is Admiral Borealis Norsoutha," Purple Heart introduced. "He is the leader of the Novayan Revolutionary Democratic People's Republic."

"Hello, Admiral Norsoutha," the goddesses, oracles and Gold Third members greeted.

"Admiral, I would like to introduce to you the goddesses," Purple Heart politely stated. And as each lady was being introduced, the respective girl would respond along the lines of "Hi," "Hello" or some similar discreet greeting. "This is Nepgear, or Purple Sister, my sister, also the CPU Candidate of Hyperdimension Planeptune" pointing to the pink-haired girl, "this is Uzume Tennouboshi, or Orange Heart, co-CPU of Hyperdimension Planeptune" pointing to the orange-haired girl without flower bands, "this is B-Sha, co-ruler of Hyperdimension Planeptune," pointing to another orange-haired girl, this time, with flower bands, "this is Plutia, or Iris Heart, co-CPU of Ultradimension Planeptune" pointing to the blue-violet haired girl, "this is Peashy, or Yellow Heart, also a co-CPU of Ultradimension Planeptune" pointing to the yellow-haired girl with large bosoms, "this is Hyperdimension Noire, or Hyperdimension Black Heart, CPU of Hyperdimension Lastation," pointing to a girl with long, white hair, "this is Uni, or Black Sister, Noire's sister, CPU Candidate of Hyperdimension Lastation," pointing to a white-haired girl with hair tied to curl tails, "this is K-Sha, co-ruler of Hyperdimension Lastation" pointing to a black-haired girl in red, "these are Ram and Rom, or the White Sisters, CPU Candidates of Hyperdimension Lowee" pointing to twin girls with pink and blue hair, respectively, "this is C-Sha, co-ruler of Hyperdimension Lowee", pointing to a brown-haired woman in blue, "this is Hyperdimension Vert, or Hyperdimension Green Heart, CPU of Hyperdimension Leanbox," pointing to a green-haired woman wearing a white ball gown, "and this is Ultradimension Vert, or Ultradimension Green Heart, CPU of Ultradimension Leanbox," pointing to another green-haired woman, this time, in a green gown. "There are also other goddesses, namely, Ultradimension Noire, or Ultradimension Black Heart, CPU of Ultradimension Lastation; Hyperdimension Blanc, or Hyperdimension White Heart, CPU of Hyperdimension Lowee; Ultradimension Blanc, or Ultradimension White Heart, CPU of Ultradimension Lowee and S-Sha, co-ruler of Hyperdimension Leanbox. They are not here right now. Ultradimension Noire and Ultradimension Blanc are discussing important manners, Hyperdimension Blanc is in Sweden for a state visit, and S-Sha opted not to join. And as for me, I am also a goddess, a co-CPU of Hyperdimension Planeptune, and also the chief goddess."

"And as for the oracles," the purple-haired chief goddess continues, as she points to a light-blue-haired woman in a red gown, "this is Mina Nishizawa, oracle of Hyperdimension Lowee." Afterwards, she then points to a green-haired woman in dress uniform, and continues, "and this is Chika Hakozaki, oracle of Hyperdimension Leanbox. The reason why she is in dress attire is that she was recently promoted to Grand Admiral, and she wants to show it off. Chika, do you mind if you show the Admiral your baton?"

"Okay," Chika replied, who then brandished her Grand Admiral's baton.

"Do you have any questions?" Purple Heart asked.

"Yes, I have one: Can you all kindly use my first name and not my rank and surname? Well, I'm not comfortable with that. So, please use my first name, Borealis." He asked just as Borealis' tablet rings. "Gimme a minute." He then turned and activates his tablet. "Ja? What is it?" Borealis asked.

"Admiral, the surgery is successful. Ushanka would be out of the hospital in 5 days." A Novayan Army Medical Corps officer informed him.

"Really?"

"Yes, Sir."

"Good. But next time, don't interrupt while I'm having a meeting. Okay?"

"Yes, Sir." Borealis then turned off the tablet. "Sorry about that, but some officer within the military's Medical Corps interrupted me. Sorry about that." He turned around and bows down.

"It's okay, Borealis, things like that happen," Purple Heart reassured Borealis, before turning to the goddesses, oracles and Gold Third members. "I'm pretty sure you have heart Borealis' request. Would you kindly comply?"

The goddesses, oracles and Gold Third members all responded in the affirmative in their own way, along the lines of "Yeah," "Sure" or similar.

After turning back to the admiral, Purple Heart remembered, "Oh yeah, I forgot about our Prime Minister, Rei Ryghts. She is not able to attend, as she has other affairs to attend to. With that aside, what do you wish to discuss, Borealis?"

"Oh, about strengthening the relations between the Novayan RDPR and the Gamindustrian Union through plans the Military Revolutionary People's Council—a more friendlier fascist military junta I led, whose other name is officially the Revolutionary People's Committee—and I have made." He said.

"And the last thing I need are some idiots that keep on contacting me via my tablet while I'm slacking off rather than doing government duties." He added.

"Don't worry about those, 'idiots', as you put it," commented Purple Heart. "I suggest you screen your calls. Anyway, back to the subject matter, may we know what these plans are?"

"The plans involved joint projects between our nations." He answered. "Joint projects such as building a space station, constructing an underwater rail tunnel linking our nations, building residential platforms, and so on." He told them.
