CONSIDERING the harmful effects a relationship between an adult and a child can be,

ASTONISHED that no provisions have been made protecting children from the dangers posed by child marriage,

I. STRONGLY URGE all member states to prevent child molestation and child marriage from being legally protected forms of marriage, and make no marriages valid unless all individuals in the marriage have reached the age of consent: in which the age of consent is defined as being 18 years of age.

1) Forced Marriages Ban Act applies to all regardless of age and prevents children from being married against their wishes.
2) Legal Competence prevents children from being married without the consent of their guardian(s).
3) Sexual Autonomy Guarantee applies to all regardless of age and makes unwanted sexual contact within marriage illegal.
4) Prevention of Child Abuse specifically deals with a number of abuses against anyone under the age of majority including unwanted sexual contact.

Regarding age of consent. There's a good reason why the WA has not set a universal age of consent. Not every nation is a prudish as yours and the appropriate age of consent differs from culture to culture. Also, sigh, some species will be born, matured, grown old, and dead by the age of 18.

As said, this is already covered by existing regulations banning forced marriage. In addition, again as said before your proposal is incredibly human-centric - and as such can technically be considered in violation of GA#355 Rights of Sapient Species which requires that age of legal marriage must be determined separately for each sapient species.

There's no guarantee that "child marriage prevention" is going to stop Pedophilia as a whole. It's a problem that transcends just underaged marriage.
