First of all thank you team Ghouls.

Introduction
Strange murders are happening in Tokyo. Due to liquid evidence at the scene, the police conclude the attacks are the results of 'eater' type ghouls.
Setting

Tokyo Ghoul is set in an alternate reality where ghouls, individuals who can only survive by eating human flesh, live among the normal humans in secret, hiding their true nature to evade pursuit from the authorities. A regular ghoul is several times stronger than a normal human and possess one or more special appendices, each of them called a "Kagune", which manifests themselves during combat. Another distinctive trait of a ghoul is that when they are fighting, the color of their sclera of both eyes turning black, or in only one eye in the case of a half-ghoul, an individual that can either born naturally from the union between a ghoul and a human, or artificially created by transplanting some ghoul organs into a human. In both cases, a half-ghoul is usually much stronger than a pure-blood ghoul.

Plot

It's been about four months since the Ghoul terrorist group known as the Blood Hawks has made their presence known to to the world. Five dead Ghoul Investigators, including one Associate Special Class Senior Investigator. On each of the victim's body was a dove wing, confirmed to have been ripped off a living bird. Since then the Dove body count has risen as they continued to target Investigators. Before this independent they seemed to be a fairly minor group in the Twentieth Ward, but since have gained quite a bit of support from vengance aimed Ghouls and the CCG are hard pressed to put an end to them, however with little success so far.

In the Twentieth, Nineteenth and Fifteenth Wards, they have managed to secure a firm holding, and have continued to press further as they gain more power and supporters. It is well known that they virtually hunt down Doves and murder them, making the streets of the wards they inhabit for anybody known for being associated with the CCG. However they've now began to partially force Ghouls to join them with press-gang tactics and forcing them to fight the Doves. For those that don't join and humans in areas under their umbrella, "protection money" or service is required for prevention of becoming tagetted by the Blood Hawks. While initially it was clear that the group's intentions were to fight and kill the CCG, their motives and purposes seem to start to change and twist.

Ghouls

are a carnivorous and cannibalistic species that are only able to feed on humans and other ghouls. They are as close to humans as possible: They normally have the same physical appearance and intelligence as a human with the exception of diet, mentality and inner biology. If certain rare conditions are met, ghouls and humans may even be able to have offspring (see One-Eyed Ghoul), and a ghoul's organs can be successfully transplanted into a human.
Ghouls have high physical capability and are four to seven times stronger than the average human: They are able to send the average human flying if they strike with enough force and can penetrate a human's body with their bare hands. They are also able to jump several meters high.

Under normal conditions, ghouls have a high regenerative ability: Small wounds and fractures heal in a matter of seconds to a day, and even grave wounds heal after few days, as long as the ghoul has adequate food supply. They also have a tougher body than most regular solid materials. For example, if a ghoul were to be stabbed with a knife, the metal of the knife would break. The body of a ghoul does not get injured easily and only more keen tougher materials can injure them. A strong enough force may also be able to break their tough body, such as a fall from an extreme height.

Ghouls have better senses than humans. They can smell people or meat from afar and can tell humans and ghouls apart by their smell. They also have a heightened sense of hearing that even allows some ghouls to discern individual footsteps from far away.

Ghouls seem to age at the same rate as humans, further allowing them to blend in.
Due to their feeding habits, ghouls are prosecuted by the CCG.

Commission of Counter Ghoul (CCG)

founded in 1890 by Daikichi Washuu, is a federal agency in the Tokyo Ghoul series that serves as a criminal investigative body in cases connected to ghouls.
The Ghoul Countermeasures Law is the legal foundation for CCG's prosecution of ghouls. CCG's headquarters are in the 1st Ward.

The ghouls commonly call the Ghoul Investigators Doves, a nickname that originates from CCG's seal.

Equipment of CCG

Since these investigators lack the physique, stamina and strength to manually handle ghouls in combat, they are compelled to use tactical, man-made weapons. Only ghoul investigators are permitted to be armed with quinques, the most effective weapons against ghouls which were made from kagune. Additionally, they're sometimes armed with firearms loaded with Q bullets ammunition.

Rank

The CCG operates similar to a military or law enforcement agency, with a strict system of Rank designating an Investigator's abilities and authority. Rank determines an Investigators' level of responsibility, access to high-risk missions and high-rated targets, salary rate, and numerous other aspects of their career. The Ranks are divided into two separate categories, designating whether an Investigator is considered a Senior Investigator or a junior still considered in training. While Senior Investigators may be partnered together as necessary, junior Investigators cannot be partnered with other inexperienced Investigators.

Senior Investigators
Special Class: The highest possible Rank, achieved by the smallest percentage of Investigators. They are considered the strongest of all Investigators, and typically command operations as well as oversee the daily running of their assigned Wards.
Associate Special Class: The second highest Rank, achieved by a small percentage of Investigators. They possess the authority to command operations or oversee individual Wards as necessary.
First Class: The lowest Rank to be considered a Senior Investigator, with most Investigators achieving this Rank later in their career. It is typical for an Investigator to retire at this Rank, and their responsibilities are typically training a Junior partner. Very few Investigators move beyond this Rank, and reaching it before their thirties is considered the mark of an exceptional Investigator.

Junior Investigators
Rank 1: The highest Rank for a Junior Investigator, having gained experience but not yet at the peak of their career. On average, Rank 1 Investigators are around 27 years old when they're promoted.
Rank 2: This is the Rank at which almost all Investigators begin their career, after graduating from the Ghoul Investigator Training Academy.
Rank 3: Bureau Investigators begin their career at this rank. Ghoul Investigators that begin their career at this Rank are "special cases", made Investigators without formal training at the Academy.
