We have a Parliament, although it's pretty much a rubber-stamp affair. Most laws originate from the Palace, and are voted on pro forma by Parliament.

The People's Congress. It is led by The First Speaker, who, along with every member of Congress (there is one member per province), was handpicked by Kong Qingdong with the Emperor's approval (and since the Emperor also recognizes Kong Qingdong as the Living God of The Master Culture even he must approval practically everything Kong Qingdong says.)

The People's Congress is however subservient to the Emperor and Kong Qingdong, the latter divine being single-handedly represents the Judicial Branch and His Word is Law. The Emperor executes the law and commands various executioners who execute those who break the law.

So although Kong Qingdong is officially Head of State while The Emperor is Head of Government, in reality The Living God judges and rules over us all.

Cymrea's legislature is bicameral and is made up of:

Circle of Archons: The upper house consisting of the senior nobility of the realm, as appointed by the monarch. Archons serve for life or until discharged by the sovereign.

Circle of Praefects: The lower house consisting of elected representatives of the citizens within a district. Praefects serve a term of five years; there is no limit to the number of terms a praefect may serve.
