Organizational Structure: They have adopted the way of an overseer, who sees and runs everything through the Current working Vault-Tec hardware and 'spies' in a way that report to him the happenings.
Bio: Vault 235 was built to fail. It was barely stocked with food and water, the OverSeer was diagnosed with Multiple Personality Disorder, and A lack of tools made it a short lived vault. But, as the old residents left, new residents came, and it was now built to succeed! They had brought any remaining supplies with them from their last encampment, and were delighted to see a water purifier, and a G.E.C.K! They put all they could find inside the Vault Storage Chamber, and elected Mitchel Davis as their Overseer. Due to some of the residents being survivors from other Vaults, they eventually figured out how to work and repair the vault-tec!
They had one question though, What if? What if raiders attacked, or supermutants! What if we ran out of food? Due to the extreme paranoia, they developed new ways of finding supplies, and while they are not trained soldiers, they have learned to defend themselves. They are in constant fear of death, and as such only the Scavenging Groups ever get to see the outside world. The OverSeer is becoming more doubtful each day of his grip on his people, and such only hopes that the drugs and alcohol will keep them happy.
Goals: (Mostly survival, but you can have others) Their Priority is to survive, with a secondary objective to repair the G.E.C.K

See, this is so early, the Brotherhood are still entirely limited to their original base on the West Coast.
My reasoning in this RP was to make something so early on that you feel the full effect of how devastating the Nukes were.
That is why there are no large factions. Every man for himself really. There is very little industry, mostly scavengers and bandits, with the occasional stable community. Most of the people in your faction will still REMEMBER what the world was before the war.

Like it, (particularly how you explained that it was badly stocked, which explains why it opened early) but two things:
1) Jet is not made until Fallout 2, by a boy in New Reno.
2) No other vaults would be open by now. Your vault makes sense due to bad supplies, but everyone else is still bunkered down.
