I find this doesn't really say anything about your primary problem, which is proper waste disposal.Hereby,
[1] DRAWS ATTENTION to the environment and the waste put forth by Manufacturing industries.
What does this actually do? How do you propose to draw attention to the problem of inappropriate waste disposal?[2] CALLS UPON a regulation put forth by every country that specifies how all waste must be destroyed by the method of burning in zoned areas, underground, or by other means, or by reusing the product if deemed safe for reuse, but if not possible to be destroyed nor recycled, it shall be stored in certain areas as specified according to each country.
You need to actually set regulations here. This just says "countries must decide where to put their waste, and incinerate it if possible".[3] CLARIFIES that areas specified by each country must be reasonable.
Define "reasonable".[4] CALLS UPON the fact that the economy should be minimally impacted by this document whenever possible.
Unnecessary; in fact, this is illegal under Metagaming.
Hereby, therefore, Manufacturing Waste from all companies will be mildly regulated to minimize impact on the economy and simultaneously creating a healthier environment for all living things.

In that case, there must be another country who is willing to store the waste into a dump. Other than that, it would be up to the nation to decide what is best, fit, and "... reasonable under commonsense."
