{PROPOSAL} Manufacturing Waste

Postby The Draemon States » Sat May 02, 2015 9:13 am

{The following have been edited upon feedback and has been proposed at the G.A. (again)}

Name: Manufacturing Waste
Category: Environment
Area of Effect: All businesses

The General Assembly,

NOTING how many nations have "inhospitable landscapes;"

APPALLED by the Litter on the world(s)'s environment (If we look at many nations' description and banners of pollution);

FULLY AWARE of every nation's right to have complete sovereign control over their lands;

DRAWS ATTENTION to the environment and the waste put forth by Manufacturing industries impacting it;

HAVING CONSIDERED that action must be done;

Hereby,

[1] CALLS UPON a regulation put forth by every country that specifies that all waste must be destroyed by methods deemed fit by every country, or by reusing the product if deemed safe for reuse, but if not possible to be destroyed nor recycled, it shall be stored in certain areas as specified according to each country.

[2] CLARIFIES that areas specified by each country must be reasonable under common sense or reasonable in the eyes of the international community, and not put in environmentally fragile areas.

Hereby, therefore, Manufacturing Waste from all companies will be mildly regulated to minimize impact on the economy and simultaneously creating a healthier environment for all living things.

Ideally, for format, you want:

Preamble (what's the problem)

Defining clauses (what do you define of the objects needing legislation)

***Action clauses (what will you do about it)***

Category: Environmental
Area of Effect: All Businesses

I would endorse it, however I do not think burning waste is a good idea as it just pollutes the atmosphere.

OOC:
No, Being a puppet refers to a nation, being owned by a player who already is in control of another nation, and if your post is not quoted, like it is now, people are likely not talking to you. In this instance, Seperatist Peoples was talking to the Author of this proposal.

I'll reply to the actual proposal later.

Yes, you have an obvious metagaming violation in there.

"WA-mandated incineration is a rather bizarre approach to waste management. WA-mandated incineration isn't a bad idea for some of the drafts circulating here, though...

"This isn't one of them, in that it actually addresses something that has promise, but it needs a lot of work. For a start: why are you mandating incineration, as opposed to waste that can be repaired, reused, or recycled, or liquefaction, or other means of repurpose or disposal?"

Name: Manufacturing Waste
Category: Environment
Area of Effect: All businesses
Significance: Mild

There is no strength in Environmental resolutions.

The General Assembly,

NOTING how many nations have "inhospitable landscapes;"

APPALLED by the Litter on the world(s)'s environment (If we look at many nations' description and banners of pollution);

FULLY AWARE of every nation's right to have complete sovereign control over their lands;

HAVING CONSIDERED that action must be done;

I find this doesn't really say anything about your primary problem, which is proper waste disposal.

Hereby,

[1] DRAWS ATTENTION to the environment and the waste put forth by Manufacturing industries.

What does this actually do? How do you propose to draw attention to the problem of inappropriate waste disposal?

[2] CALLS UPON a regulation put forth by every country that specifies how all waste must be destroyed by the method of burning in zoned areas, underground, or by other means, or by reusing the product if deemed safe for reuse, but if not possible to be destroyed nor recycled, it shall be stored in certain areas as specified according to each country.

You need to actually set regulations here. This just says "countries must decide where to put their waste, and incinerate it if possible".

[3] CLARIFIES that areas specified by each country must be reasonable.

Define "reasonable".

[4] CALLS UPON the fact that the economy should be minimally impacted by this document whenever possible.

Unnecessary; in fact, this is illegal under Metagaming.

Hereby, therefore, Manufacturing Waste from all companies will be mildly regulated to minimize impact on the economy and simultaneously creating a healthier environment for all living things.

You definitely need to consider the environmental effects that incinerating all industrial waste will have on the environment.

Seems good with the changes you made now. I'd support it.

Just need some clarification regarding clauses 1 and 2: if a nation has waste that can only be stored somewhere, but hasn't got enough geographical space to store it, or the only option involves storing the waste in an environmentally fragile area, then what does said nation do?

In that case, there must be another country who is willing to store the waste into a dump. Other than that, it would be up to the nation to decide what is best, fit, and "... reasonable under commonsense."

[1] CALLS UPON a regulation put forth by every country that specifies how all waste must be destroyed by methods deemed fit by every country, or by reusing the product if deemed safe for reuse, but if not possible to be destroyed nor recycled, it shall be stored in certain areas as specified according to each country.

“So, what is this, a mandate for landfills? No, it isn’t even this. The incredibly vague language essentially determines that nations can do exactly what they already do: determine what is in their best interests in terms of waste management and allows them to dispose of it in the best way possible. So what is the point of this clause?”

[2] CLARIFIES that areas specified by each country must be reasonable under common sense, and not put in environmentally fragile areas.

“Common sense? What exactly is common sense in this instance? It would be fairly common sense to take our waste and dump it somewhere it cant hurt us. That particular common sense decision would include everything from creating a designated landfill to dumping our waste into our national neighbor’s territory so it stops being our problem, whether they want it or not.”

[3] ENDORSES the idea of keeping a healthy environment whilst minimizing economical impact.

Hereby, therefore, Manufacturing Waste from all companies will be mildly regulated to minimize impact on the economy and simultaneously creating a healthier environment for all living things.

“This has the exact problem your first clause has. This proposal needs some significant fleshing out, some direction, and some detail. Not that it will get to quorum, or likely even submission, but I stand opposed.”
