These nations raided the rose meadows solely to bully me and me alone, they weren't there for the usual raider tag thing. They only did it for bullying purposes. I did not bully these nations. Nor have I ever had any intention to.

People can invade for whatever reason they like, or none at all. That invasion does not violate any rule. I'd suggest that if you don't want to be invaded, you set the region's delegacy to non-Executive, and then invaders won't be able to do anything.
