As the president of the World Baseball Classic Council, I am honored to open signups for the thirty-third World Baseball Classic, NS Sports' premier international baseball tournament! To indicate your sign up or host bid, please reply to this thread and this thread only. All other discussion save for questions over host bids should go in the WBC Discussion Thread.

Article VIII of the World Baseball Classic Constitution mandates me to set a definitive deadline for when host bids must be received by, and I tentatively set this date to 18:00 BEIJING TIME ON APRIL 10, 2015. Host bids must resemble Our previous winning bid from WBC 32, The Northern Union/Patistan/Jeckland.

Puppets are allowed at a maximum of one per nation and must be confirmed by the master nation, but in the end, it is up to the host whether to include them or not.This post also acts as a signup for Super-Llamaland.

The Taxachusetts bid for World Baseball Classic XXXIII


The Taxachusetts Athletic Commission presents the following bid for the consideration of the WBC Council:

About Taxachusetts

Taxachusetts is a nation in the region of Esportiva. Formerly a part of the Federation of Free Republics (now known as the Holy Republican Empire), Taxachusetts seceded from the Free Republics over a Constitutional amendment capping tax rates. While "Taxachusetts" was originally a derogatory name for the People's Republic, the people of Taxachusetts adopted the name for their newly independent nation out of pride. In the years since, Taxachusetts has charted a radically difficult course from the other nations in the World Changers section of Esportiva. Taxachussans pride themselves on their relative social and economic equality and their large number of government programs.

While Taxachusetts is not, in any real sense, a sporting power, they have competed in some international competitions before, including WBC 31 and the 6th International Baseball Slam.

While Taxachusetts has no hosting experience, the OOC user behind the nation has previously hosted or co-hosted a number of major events including the 27th WBC, World Bowl XXII, the 23rd World Cup of Hockey, the 58th Cup of Harmony, World Cup 68 and the X Winter Olympics.

Format

The WBC will begin with a group stage and conclude with a playoff tournament. However, this group stage will not be the conventional double round-robin. Instead, the group stage will consist of a double round-robin of 3 game series. Each team will play a 3 game series at home and a 3 game series away against every other team drawn into their group. Given the inherent randomness of baseball, we feel that 8-14 games are not sufficient to determine the best teams in each group. By tripling the length of the group stage, we are hopeful that the best teams will qualify for the playoffs. Each series will consist of a single "scorination," so the tournament will last the same amount of time, in the OOC sense.

The target number of number of teams per group is 6 or 8. While we would prefer to go with a total either 8 or 12 groups, we are willing to go with any number of groups so long as each group has either 6 or 8 teams. Regardless, the top 2 teams in each group will advance to the playoffs and will be seeded accordingly. If the total number of teams making the playoffs is not a power of 2, the lowest seeds will be placed into a Wild Card Round. All playoff series will be best-of-7, with up to 3 games scorinated per matchday. This allows for the playoff series to be lengthened, without extending the length of the tournament.

Tiebreakers

Obviously, record is the first tiebreaker.

For decisive ties (ties that determine advancement), a playoff (in Taxachusetts), will be used to break ties. For a 2-way tie for a single spot, a one game playoff will be used. To break a 3-way tie for a single spot (or 2 spots), a single round-robin will be used. To break a 4-way tie for a single spot, a single elimination mini-tournament will be used. To break a 4-way tie for 2 spots, the 4 teams will be drawn against an opponent at random and 2 one game playoffs will be held to determine advancement. Single elimination mini-tournaments will also be used if the number of teams tied is more than 4. The non-decisive tiebreakers will be used to determine seeding, for single elimination mini-tournaments. In the event that a 3-way single round-robin tiebreak results in a deadlocked outcome, additional 3-way round-robins will be scorinated on the following day until a decisive winner is determined. Under the worst-case scenario, decisive tiebreakers would only take 4 days. Results from tiebreaker games will not count for seeding purposes.

For non-decisive ties within a group, the first tiebreaker will be win-loss record. Head-to-head results will be used as the second tiebreaker. Due to the rules of baseball (specifically the rules regarding walkoffs), HTH run differential will not be used as a tiebreaker. The third tiebreaker will be run differential, followed by runs scored. Should none of those tiebreakers break the tie, a coin flip (OOC: RP Bonus) will be used. If the coin flip does not determine advancement, it will be flipped again until advancement is determined (OOC: Rankings, followed by Random.org as a last resort).

To determine seeding, position in group will be the first tiebreaker, followed by win-loss record. Afterward, the tiebreakers will be the same as for non-decisive ties within a group.

Scorination & RP Bonus

The latest version of Xkoranate will be used with the NSFS3 formula. In the event that the scorinator produces a result that is impossible (a walkoff win by more than 4 runs), the result will be adjusted to a 4 run win. Per past WBC precedent, the inning-by-inning linescore will be non-binding, but the total number of innings will be binding.

The rankings will not be used for this tournament.

An RP Bonus, however, will be in use. The RP bonus will be purely cumulative and each matchday will be weighted evenly. However, RP bonuses obtained for tiebreaker games will not carry over to the playoffs. The max points will be set equal to the highest RP bonus yet attained.

In the event that Taxachusetts advances to the playoffs, third party scorination will be requested.

Bat Slaves in! Question for Taxachussetts, aka SNT/FFR: Will the three game series in the group stage be played all on the same day, as in IBS VI when Noburu Taiyou hosted? Also, the obvious - why have you decided not to use the rankings? Is this even legal, per the WBC Constitution? As I recall, Rizeland tried to submit a bid a while back that didn't use the rankings, and it was rejected by the then-President for that reason, though this bid is a lot more competent in other ways and I have a lot more trust in the user behind it than I had in Rizeland. That being said, Rizeland's bid wasn't rejected for being incompetent or inexperienced, neither of which were apparently reasons for it not to even be put to vote. It was rejected for not using ranks.

Regarding your first question, yes they will all be scorinated on the same day. The same thing will be done during the playoffs to permit best-of-7 series to be used without extending the tournament far too long. In the case of the playoffs, games 1-3 will be scorinated on the first matchday. game 4 and (if necessary) games 5/6 will be scored on the second matchday, with the third matchday being reserved for a game 7.

Regarding the legality of not using the rankings, the Constitution does not contain a provision requiring the rankings to be utilized. But, there are many things that are legal under the Constitution that still aren't good ideas, so the question of why I would propose doing this is a fair one. My reasoning for proposing this is due to the fact that the rankings are based on the results of the last 3 WBCs. The extreme unpredictability of results in WBCs 30 and 32 and the extreme predictability of results in WBC 31 have had the effect of skewing the rankings to such an extent that I don't think it would be fair to use them in this edition of the WBC.

ICly, what's the deal with having best-of-7 series for all playoff series? Seems like an awful lot of games to play. Even MLB doesn't require seven game series until the semifinals and finals. And that's a club competition, so they have all of their players available. Internationally, requiring teams to play 30-40 games in the group stage and then potentially 20-30 more in the playoffs would be a huge strain on domestic scheduling or a lot of wear and tear during the offseason, depending on when it was scheduled.
