It was a great day on Earth. The first Interstellar Assembly was well under way in order to discuss various issues in the Milky Way and other galaxies. The delegates of the Exaequation Alliance all remained in their seats ready to begin, reading their notes and doing 'normal' diplomatic -and rather bureaucratic- things... (it was good to know that some things had not changed over the past 4000 years.)

DP-441 sat in the large conference waiting for the delegates to arrive. The projector screen displayed several notes for the Interstellar Assembly to discuss, it read:

• Possible trade negotiations
• Establish friendly relations with unknown nations
• Discuss outside threats

OOC: The following are the delegates for the Exaequation Alliance. The only reason why there are several, is to accommodate the Alliance's large size and the fact that it is an alliance, so it is to better represent every member nation's individual goals. Generally, my other delegates do not speak directly to the Assembly, but rather speak to my overall delegate, who speaks for them.

Delegate Daniel Mcday is currently on a plane, flying towards the assemblies location. Daniel Mcday writes a message to DP441. Daniel should arrive within an hour.

[Interplanetary Empire]

Grand Admiral Speares arrives to the meeting room and enters. He tires of such "benevolent" diplomacy, and longs for battle...indeed that is what he lived for. He was considered the best of admirals in the Empire, however was now stuck pencil pushing due to the long wait of the rather large ship, unbeknownst to the Milky Way, that was approaching. After several skirmish with the Alliance and the Federation, the Empire wanted to see the strengths and weaknesses of other nations, especially the Nickel Empire, Chernarus, and UMU. But, this was not yet, and the poor admiral would have to put up with these peace happy delegates for a bit longer.

[A Colony of Canadas Galactic Republic]

Albert Jones, head of the ACOCGR, is returning to Earth from a trip to the mining headquarters established on Ceres. His closest advisor hands him a digital notepad. "Here is the total amount of metals and minerals mined from the asteroid belt this month." "Excellent. Send these to the depot over Neptune. Anything else?" "Yes. The Exaequation delegate, DP-441, is hosting an assembly on Earth. Would you like to attend?" Albert thought for a minute. "Sure. I would like to see all the delegates. Plus, we have all these metals and minerals to sell." His advisor chuckled. "Ah yes. One of the many perks of having territory inside the asteroid belt." He then told the pilot to fly to the assembly location, and then walked back to Albert. "Would you like to invite our other delegates to the meeting?" "Sure, they can come, but they have to find their own transportation. I also want you to call Natasha Kenway. Inform her of the assembly. Hopefully she will attend as well." "Yes sir, ill make a few calls." The ship then began to speed quickly to the assembly.

[Nickel Empire]

Emperor TonyDimes walked into the room, or should it be one of his clone bodies walked in. He had just come from visiting the old Nickel Empire, the one on earth that hasn't been habited for thousands of years; however he has found ways of surviving. "Hello people and droid, I thought this was supposed to be sentient meeting not some scrap-metal negotiation. We already has a trade agreement with A Colony of Canadas however we don't know a lot of the other nations so I am curious of finding out more about culture and way of life before trying to get a trade agreement."

Natasha Kenway, Albert Jones, and 2 other delegates walked into the room, and quickly took their seats. "Evening," Albert said, "Allow me to introduce my colleagues. Bart Talburg, the delegate from Neptune. Treena Noreg, delegate from Ceres. And this is Natasha Kenway, leader of ACOC, and soon-to-be leader of the ACOCGR." Natasha smiled, and waved. "Its great meeting you all," she said quietly, almost whispering. Albert smiled, and turned back to the delegates. "I apologize, I rushed here without knowing a thing. Can someone tell me what will we be discussing?"

Daniel Mcday arrives in the room with a single body guard.
Good evening everyone. he speaks. He takes his seat. His body guard shuts the door and stands by Daniel.
I hope I'm not terribly late. My name is Daniel Mcday, and I represent the Hyper Democratic Union. He finishes.

[The United Petrokovian Federation]

The Petrokovian delegates all walked through the doorway and to their seats.
"Sorry we're late. We represent the official districts to Petrokovia. What will we be discussing at tonight's meeting?" said Vasili Rayne.

Hello people and droid, I thought this was supposed to be sentient meeting not some scrap-metal negotiation.

DP-441 looked about, rather angrily. "You damned, forsaken..." He trailed off with a couple of 'choiced' words. "You know I'm completely sentient you ugly, organic clone."

DP-441 then looked to the rest of the nations. "Well we have quite a few things to accomplish. Considering this is our first assembly, I think it might be wise to establish galactic law, such as as species rights, anti slavery, anti piracy and so forth. Also getting to establish a relationship with each other would be beneficial, such as establishing trade agreements. And discussing the situation with, hmmm how should I put it? 'Potential external invasions...' and overall security of the galaxy. Anything concerns you would like to bring up will be discussed as well."

[Union of Kiwi Socialists]

KGU Delegate Carl Banks arrived. "Greetings everyone. Please forgive my lateness. The Kiwi Galactic Union is ready to join discussions."

[The City States of Numenera]

In the darkness of space a sphere of eldritcth energy manifests from the either in front of the blue marble known to it's inhabitants as Earth. From the sphere a ship emerges, having a wisp of the energy trailing behind it like it was steam. This ship is the signature ship of Numenera, it's purpose is neither for war, mining, trade, or diplomacy. It's main purpose is to carry communications and information between the stars.
It travels from world to world, reinforcing and updating the Akashic Network, tying the transhumanity together. It like all other Akashic Ships it too was sentient and like most of them it too was fascinated by the virtual and thought traffic of the Network, infact the main reason it's even heading towards the planet was because of a strange message it found in the network. The message was made from an individual from one of the other alien powers in the galaxy notifying the peoples of Numenera that they are invited to an assembly.

Once it found, decoded and translated the message it finished up it job and went back to the home world to share the news. Now it was being sent in to act as a escort ship for the chosen delegate of Numenera. The ship soon made it's way to Earth's Lagrange zone where it began to orbit around the planet like the other space colonies near it. Inside the ship the seed AI, Aura, was observing the morph that was given to her by another of her kind named Athena. Her current morph was in the form of a mostly biological female humanoid, that was rather small in size, had a slender farm and elf like ears. Her skin and hair were white as marble and her eyes grey. What was the most eye catching parts of her morph besides were the four angelic looking white wings, two long ones on her back and two smaller ones on the sides of her head. "I know that this was a gift but isn't this a bit too much for a simple meeting?' she said as she moves her arms a bit, being a AI who spends most of her time inside the network it was a new and rare experience having physical body. Once she felt that she was ready to for the meeting she left her room, confident that the meeting would go well for Numenera.

In the assembly room as the other delegates talked with each other a bright light appeared in the room. Once the light fades away the other can see Aura along with a bodyguard wearing a long grey black trenchcoat, semi powered armor and a face concealing mask. "We got your message and as my presences here shows the leaders of the confederacy have decided that for this occasion we will compile with your request." she said looking at the other delegates.

[A Colony of Canadas Galactic Republic]

Albert stared at the other delegates, and whispered to Natasha. "This should be interesting." He then raised his head. "I'm glad we will discuss trade. We just found several new metal and mineral deposits on several asteroids within the asteroid belt. We have been looking to sell some of our score for awhile now."

[Allied Chernarussian States]

Onboard the ACS Imperial, a capital class dreadnought, the Chernarussian delegate to the Interstellar Assembly Rajin Miksclow was onboard. Being very close to one of the Armada's Admirals, he had been invited onboard to see the massive dreadnought-class ship that dwarfed other Armada dreadnoughts in size and firepower. Part of an ambitious project to vastly improve the Armada, which had been in decay for several decades, it was finally completed. It would be a show of Chernarussian power, and would hopefully deter aggression against them from the various galactic powers. As the ship docked in the Armada base at Eris, he was transferred to another, smaller ship where he arrived at Earth in a matter of minutes, if not seconds, due to state-of-the-art warp technology. Escorted up to the meeting room by several robots which serviced as guards, he entered, smiling apologetically for his late entrance.

[The City States of Numenera]

"We're already taking about trade deals already? I hope I haven't missed much on this meeting." Aura said taking her seat. She turned her sight to Albert "You said you found several minerals and metals from the asteroid belt right. If we're already in the stage of making trade than depending on what sort of resources you have we will trade with you." "Assuming your economic model can translate well with at least some of our economic systems." she though realizing that trading might possess a problem for a interstellar civilization who's models of economics usual revolves around nanofabricators. Plus another problem would be because the embargo itself.

[Exaequation Alliance]

"Well I guess, we can discuss trade right now if you want... but I thought maybe that can come latter in the meeting. As I was saying earlier, I think it might be wise to establish galactic law. We should establish species rights, anti slavery, anti piracy etc. Right now, there are many different laws that only apply in our respective territories. For example, in the Exaequation Alliance, aliens are treated with the utmost respect. But in the Nickel Empire they're treated as second rate citizens. Also I am curious as how everyone deals with lesser evolved worlds. That is, none of you colonize worlds and take over societies that are pre-faster than light travel? We should establish law that forbids this." DP-441 paused for a second pondering if there was anything else. "Any other issues you would like to propose for Galactic Law?"

[The United Petrokovian Federation]

"Petrokovia has taken over a few worlds whose technological advancement was pre-FTL. However, each time, it was under an agreement that they would join us as a colony for exchange of our technology, and our cultures would naturally mix. They were quickly brought up to speed on the technology and governmental form of Petrokovia. However, if you believe that we should no longer colonize such places, we will not. Though I do think it could be beneficial for both parties involved, as long as the planet or moon joins willingly. As far a species law, Petrokovia studies the group in question. Our requirements are that they must have a form of communication, must be able to teach it to our translators, and must be able to interact with us once we know it. In order for a place to be a colony of Petrokovia, they must be willing to learn English, and in order for them to be an official part of Petrokovia, They must have an 80% or higher English-speaking population, and a 30% or higher Russian-speaking population. If you have other tests you want to propose, we would be open to hear them."

[The City States of Numenera]

"We have encountered both pre and post-FTL civilization. For those that there was either a new member joining our growing diverse civilization willing or a new curious group of isolationists that wanted nothing to do with us. For those who's technology hasn't reached FTL levels that one truly depends. In one hand we normally observe the race without them knowing and evaluate on their current position to determine if we should start contact with them or not. If they failed to meet up with the levels necessary to begin first contact than we will do everything in our power to assist them into reach the appropriate level for joining our little commonality. Similar to Petrokovia we allow our culture and their to mix so both parties can try to understand each other better and be more of ease in their new interstellar lifestyle. As for communication the issue of language and translation is dealt with thanks to the Akashic Network which is a good thing cause half the ETIs we have meet can't communicate like how we could. As for technology we bring them up to speed will making sure that it won't be too much for them that they would miss use it, as for governments assuming it's still around before or during the transition than we let them keep it as it, unless we find reasons for it to be a threat."

The seed Ai closed her eyes for a moment taking a deep breath, getting use to the fact that now she actually had to breath. I must admit it, breathing is both an strange yet oddly calming experience for some reason." "I will agree to the species right bill that you proposed and while I also agreeing to the anti slavery law."

[Nickel Empire]

"Whenever we discover a planet with a new species we just land some people on the surface, if they are friendly we give them the right to rule their own planet however they see fit though they have to work for us and perform two year conscription. However if they act hostile we place them under central rule enslave them with the people working without wages and requiring the fittest to join the military until they die, in a few cases even we have driven some into extinction. We teach them English and the advance technology we have and I will also point out we are just an observer."

[Exaequation Alliance]

"Mmm hmm... I see... Well the Alliance has a strict policy of staying out of other non-FTL nation's affairs. Perhaps this proposed galactic law can still allow for pre FTL world colonization, as long as they adhere to at least two criteria, (1) they must be beyond a preindustrial level and (2) they are not dangerous to themselves and subsequently the rest of the galaxy. If each of you would like to add more criteria in which only you will follow, then so be it, however must adhere to these two criteria. Currently we have one vote for this proposal. Also, currently we have two votes for the anti slavery and species rights. Are there any other votes? Also there is still a proposal for banning on piracy. In the Alliance its illegal, but we're not sure about other members."

[Interplanetary Empire]

Speares rolled in eyes in disgust. "Savages." He said with enraged, arrogant eyes. "You're all a bunch of savages." He looked around the room with a scow, his eyes beaming at the delegates. "Anti slavery? Species rights? Give me a break! You're all weak. All of these things you propose on banning is what keeps its citizens subjugated... and makes a galaxy great. We vote no for all of it!" He then mumbled under his breath, "I should expect such nonessential proposals by such peace loving space hippies. I can't wait to kill that pile of bolts, freak fairy, deranged clone, and all those disgusting humans. Barbarians! All of them!"

"And no colonization of pre FTL worlds? Give me a break. You know what we do? We enslave them. And if they rebel, we destroy them." He took out an electronic tablet-like device and put it on the table. "This is what we do to those uncivil pre FTL worlds."


He smiled. "I remember that battle... if you could call it that. Ha! Look at those archaic planes. They really thought they could fight us? Well they're all dead now, if you're wondering. That planet was great for resources too."

"We choose to treat other species with the respect they deserve. We learn their languages, and they learn our languages. We also try to establish a government with them that meets the needs of both humans and aliens. They also have the choice to work for us, with generous work times and pay. We have landed on pre-FTL worlds before, but have never taken any control from their native species. We have also helped a few pre-FTL worlds with technology, if they accept our help. We also try to make our presence known to the aliens when we do land on their world. Never has any species gone extinct under our watch. Despite my closest ally believing otherwise, we oppose the oppression of alien species. We hereby agree to the species rights bill, as well as the anti-slavery law."

[Allied Chernarussian States]

Mostly ignoring Speares, Rajin said good-naturedly "In the instance that we encounter an alien or foreign species that appears to be sentient, we usually try to establish contact with them. If they are a pre-FTL civilization, we attempt to integrate them into UACS society, with several exceptions. We respect their language and culture, and treat them like we would any other sentient alien race. As of right now, 10 of our 27 states have an alien Majority in them. We already have numerous laws protecting their rights. Discrimination against alien species is not illegal but heavily discouraged. As a result of this, we agree completely to the species rights bill and the anti-slavery law. Slavery, in our opinion, is abhorrent and evil, and should not be practiced by any civilized society" Even as he said this, he was well aware of corporations taking advantage of alien species and humans, hiring them at incredibly low wages. However, recent laws and legislation forbade this, and the new government conducted investigations, bringing the leaders and heads of corporations to justice. Even so, this was still rather common, especially in other galaxies and some distant systems where the new laws did not affect it

Vasili Rayne spoke with an heir of confidence.
"We agree to the terms, and Petrokovia supports and votes in favor of all of the proposed legislation thus far in the meeting."
He turned and gave Speares a dirty look. If looks could kill, Speares would be dead a thousand times over.
"Are these bills majority-rule? If not, I propose an amendment making them so." he said, curtly, in his thick Russian accent.

Daniel spoke, I too agree with to these terms. He gave Speares a disgusted look. Furthermore, I think we should form an international Humanitarian aid organization of some kind. Any thoughts?

"Are these bills majority-rule? If not, I propose an amendment making them so." he said, curtly, in his thick Russian accent.

"Yes they are majority rules."

"And that settles it, the pre-FTL, anti slavery and species rights bills have passed with a 6 (for)-1(against)-3 (no vote) vote. The only one that is still up in the air is the anti piracy bill with currently 3(for)-7(no vote). To explain it better, it is essentially to crack down on looters who might raid cargo transports and small ships."

Daniel spoke, I too agree with to these terms. He gave Speares a disgusted look. Furthermore, I think we should form an international Humanitarian aid organization of some kind. Any thoughts?

"And that's a great idea too. The Alliance would definitely join this organization. What do you want to name it?"
