Regional Council 7th Summit (GNP Only)

It was a warm summer day in the nations capital. Sudentor is usually a bustling city, however, today is a special day. The country is hosting the GNP Regional Summit for the first time in its history. The Grand Parliment Building is where it is being held.

On the third floor of the Grand Parliment Building is the conferance room. Edward, his wife Caroline, and several members of The Elite Guardsmen occupy the room. "Well, here we go," Edward says. As the last of the maids leave the room, Edward makes sure everything is perfect. He knows that the conversations might turn ugly, so he makes sure the guards know what to do. He hopes that the summit will solve more problems then it will start, as the 5th summit had.

[Nickel Empire]

The doors swung open, in came 10 people two abreast. "Why hello there old friend, long time no see." As he shook Edwards hand and bowed to Caroline.
"Today I have with me President Crowley to represent the interests of the people of the Nickel Empire, Ferdinand Porsche my Minister of Foreign relations, my daughter Crown Princess Iris and my other old friend Alfred Falric, head captain of the Royal Bodyguards of the Nickel Empire. The other 5 people are bodyguards. Zombie Reagan won't be coming as I was informed it isn't appropriate to bring him here."
Emperor TonyDimes and Iris sat to the left of Edward while Alfred and Crowley sat to the right of Caroline.
"Now I see we have a bit of an misunderstanding in regards to some minor environment pesticide use and the fact it seems like some people want me to go on trial for it."

[Petrokovia]

A large, green videophone monitor with a printer hooked to it is wheeled into the room. The screen flickers on, and through some light static, the image of Premier Daniel Petit could be seen. The videophone's sound was static-y, but understandable.
"Hello! I, as always, have a lot that I want to get through. First off is dealing with that false accusation from Aaresa, and the mistakes in documentation of the Environmental Modifications Convention. Please excuse my absence in person, as Petrokovia is still in the middle of the blizzard, and won't be clear of it until the end of the week."
The tiny camera on the top of the videophone swiveled a bit.
"Hello, Mr. Dimes."

"Yes we do. And it sucks, mainly because we want to use the same substances, but in a much weaker state, for our crops. Its more effective then the old stuff, but its outlawed. Our crops are not surviving like they used too. Anyways, the rest of my staff will be here soon. The Minister of Foreign Affairs, Andrew Calding, and the Minister of Defence, Ernst Jager, are coming back from McNeely Air Force Base, and the Minister of Finance, Brett Pale, was home with his kids for the morning."

Edward then turns to the moniter. "Hello Premier. I assue you are still in your nation dealing with the snow?"

"Yes, I am. The blizzard is making it very difficult for us. Even just keeping the heat on is getting harder at this point. All I can see looking out of my window is white-And my office is on the second floor."
The screen to the monitor fades to grey static for a second or two, then returns to its normal static-y image of the Premier.
"Getting a good signal is difficult as well, as you can see."

"Man, I remember when we got a wicked snow fall." Just as Edward is about to tell the story, 3 men enter the room, followed by 2 Elite Guardsmen. "Ah, the top members of my staff have arrived. Welcome gentlemen." As the men take their seats, Edward turns to The Premeir. "Well we will have to wait for a few more people to get here before we really kick things off. I assume the first topic of debate will be The Enviromental Modifications Convention?"

President Daniel Kapono and Vice President Kala Kalani both walked in with their rather slow pace and laid back demeanor. "Aloha everyone." Kapono said while sitting. Kalani sat down too, and, a little tired, fell asleep.

Monroe entered the room. "Hey everyone! What's up?" He had a sun-yellow colored drink in his hand and a cooler in the other hand. Monroe then put the cooler on the table and proceeded to take the the same colored drinks out of the cooler. "So I decided making tropical drinks. After all, I consume enough of them, might as well give back a little right? Haha. Well I'm trying to get this company to buy and sell my drinks, but I want all of you to taste it out first, and tell me how you like it!" He slid all the drinks across the table to each person and handed them also to all the guards. "I call it the Volcano Explosion. Tell me what you think!"

Monroe noticed Kalani head down on the table. "What's wrong with your VP, Daniel?"

Monroe noticed Kalani head down on the table. "What's wrong with your VP, Daniel?"

Daniel looked over slowly and a wide smile entered his face. Talking in his Jamaican accent, he started "Oh, Kalani? She be alright. Just a little drunk." He looked down at her and smiled again." And maybe she a little stoned too. Haha. I tell her no weed before these meetings. But she not listen to me, you, no one, mun. She just need sleep, mun."

It was unusual to have such strange leadership in the nation, however Aquapelagans were renowned for not taking national politics seriously and often political positions were looked down upon in the nation.

[Petrokovia]

"Too bad I can't have any." Said the Premier, regarding Monroe's drink.
"Anyway, to clear up the confusion, the Environmental Modifications Convention doesn't actually state anything about pesticides or herbicides. That was a mistake on the part of the person responsible for transferring the document to the computer databases, and will be rectified shortly. However, I do have a proposal to ban the use of Agents Orange, Blue, and White under any circumstance. I also have a movement to ban the use of chemical or biological warfare, and also want to propose the Konopelko Conventions and Protocols. They were drafted after World War I, but were never actually discussed."

The "Konopelko Conventions" are literally just the Geneva Conventions.

"Uh, hello Mr. Petit." As he gives a small wave. "I hope the snow isn't giving you too much of a trouble, though based on the connection it seems worse then I thought."
He then turns to Monroe. "I'm not much of a drinker, but I will try some anyway." Some of the guards and Iris reached for the drinks. He then swiftly put his had up.
"I know you want to try this drink before it reaches the market or something along those lines, but remember you are still on duty, if your heart so as desires it still I'm sure Monroe will give you some before we leave, and you miss are only 16, just because were in a different country doesn't mean you get to drink."
"Can't I have a little bit?"
"If you want some you can have some of mine."
"Fine." As she gives an eye roll and takes a sip out of the glass. "Ugh, this stuff tastes funny, how can adults drink alcohol?"
"They just do and this drink is good Monroe, though Volcanic Explosion sounds a little odd of a name. What is this made from? Also what kind of drink is this? Wine? Beer? Vodka? You know If you have some difficulty getting this business off the ground I know some companies who might be interested in buying and selling your drinks."
He then turns back to Petit. "When you say Agent White, Orange and Blue, do you mean just them or the entire Rainbow Herbicides? At the moment the government doesn't have an opinion on biological and chemical warfare. I know your intentions mean well, but I have to ask, why were these set of documents set up and then left to collect dust for nearly 100 years?"

"Why do we need to ban Agents White, Blue, and Orange in the first place? If its because of its weaponization, my nation has better things to do in war then to kill some poor farmers crops. And the use of chemical and biological weapons have never been a huge topic of debate here." Edward then reaches for a bottle of his favorite rum, and takes a sip.

"The documents were left to collect dust as it was during the period of political chaos-Petrokovia was in the midst of a civil war, Many nations were still recovering from World War I, and the Regional Council had not yet been formed. Many nations just outright ignored it, as they had better things to do. It was filed away to be discussed in the future, and was soon forgotten due to the plethora of other matters that seem to always spring up. As for the chemical agents, they tend to cause many health problem in people and animals, and can utterly ruin the ecosystem, making it nigh impossible to replant anything. And while the use of bio/chem warfare hasn't been a huge debate lately," it is still a very inhumane form of fighting. Not to mention that it's moot, as all world powers have protection for their troops against said weapons."

"Its called a Volcano Explosion because its a tropical drink... And all tropical drinks seem to have weird tropical names. And its rum based, like most island drinks, with a bit of oranges, apples, and pineapples.

I also want to point out that this Environmental Modifications bill will ban ALL herbicidal warfare. It also bans weather warefare, and any other method of degrading the environment for war purposes."

Choi Seulgi rushes in, water bottle in one hand, stack of papers in the others. "I deeply apologize for my tardiness at such an important meeting, but on the topic, Gaoshi would be strongly in favor of restricting what nations can do in war, and would also like to make stricter limitations on bombing civilian areas."

"It's won-*static*-o hear that! And actually, you're not really so late. The Aaresan delegate still hasn't shown up yet, and they're the one's who accused the Nickel Empire of breaking international law."
The screen on the videophone dims a bit and goes to static. When the picture comes back, the lighting in the Premier's office has turned a deep red, though everything is still well-illuminated.
"Blizzard must've knocked ou-*static* the po-*static*-rid. The emergency gen-*static*-tor *static*-n't be as good."
In the background, a few radio operators start setting up extra equipment, and can be seen fiddling with various knobs, buttons, and switches.
"We're wor-*static*-ing on it."

"I wouldn't be surprised if the Aaresan delegate refuses to show his face in this room. The unprovoked demand of putting Tony on trial was unnecessary and uncalled for." Edward leans back in his chair, hands behind his head. "Well, seeing as this topic is losing our interest, we will come back to it if the Aaresan delegate shows up. Until then, any other subject we need to discuss?"

President Crowley then spoke. "Wow I never knew snow could cause so much trouble, where I grew up there was no snow and I didn't see any until my compulsory military service. Back to the point however the people of the Nickel Empire would like to know more about what a nation can and can not do during war."

Emperor TonyDimes then put a hand to his forehead. "Gosh that is some powerful stuff, I don't know how any of you can drink rum when there are more finer things to drink like Scotch or Vodka." He then takes a sip from a shot glass that was filled with Mountain Dew.
"I hope the Aaresan person hasn't come as recently the House of Commons voted 512-123 to embargo Aaresa for their otherwise aborted trial of me for now."

Ferdinand Porsche who had been quite until then stood up and spoke. "I for one thing have a bone to pick with the Humanitarian Council for their lack of proof for contributing anything worthwhile to the world and I would like to know weather it will do something or if not we should think about disbanding it. Also the Nickel Empire was not given a proper explanation for being kicked out of the Unified Command."

The screen lost color as is flickered with static, though the actual image turned a little sharper. The Premier turns around for a brief moment, looking to one of the radio operators in the back of his office. The operator gives a thumbs up, and the Premier gives a nod in acknowledgement before turning back around.
"You'd be surprised at what a blizzard can do. After this thing ends-which should be in a few hours-we'll have about 6 inch thick ice layers over all of our roads here in Krasnograd, and the machines will probably be frozen solid. We had to evacuate Verstoch Base, our Northernmost military base, due to the severe weather. Also, we do have a few other things to consider. First off is the Second Environmental Modifications Bill, which will ban all herbicidal warfare, weather warfare, or any other environmentally based warfare. It also will ban the use of Agent Orange in any and all cases specifically. Though, it does not say anything about Agents White, Blue, or the rest of the rainbow of chemical concoctions. It is a majority-wins bill. As there are only five nations currently in attendance, three votes wins, unless someone else shows up. I vote for the Bill."

A set of documents started printing from the printer hooked up to the videophone.
"These are the conventions. I'm sure you won't mind what's covered here. It shouldn't affect us that much."

He then shuffles around for some more papers until Alfred Falric hands him some documents. "Oh thank you, I'm not as young as I used to be. In regards to these Convections we will be signing documents 1-3 and protocol 3 for now."

With a knack for arriving late to international meetings, Zhukov arrives, flanked by dark-suited bodyguards. He takes his seat and stays silent, waiting for the conversation to turn his way.

Also I have never heard of weather warfare until ten minutes ago. Other than that as Foreign Minister I vote no against this bill."

He then shuffles around for some more papers until Alfred Falric hands him some documents. "Oh thank you, I'm not as young as I used to be. In regards to these Convections we will be signing documents 1-3 and protocol 3 for now."

"Yes, it would stop you from using it on insurgents. For all purposes, fighting insurgencies is fighting a war. Weather warfare includes things like forcing the clouds to rain early before they go over a nation, forcing said nation into a drought. Though, there are other means of weather warfare as well."

[Aaresa]

Regional Council Delegate John Hardings walks into the room, obviously not looking forward to the meeting, and sits down.
"I know, I know, the King screwed up."
He looks around the room, almost as if checking to make sure someone wasn't listening in.
"He's been in questionable mental health for a while now. His son wishes to remove him from the throne, if only so we don't have a ruler with dementia. Also, we'll sign all of the Conventions and protocols, and vote for the 2nd Environmental Modifications Bill."

"For the bill, I'm afraid I will be voting no." One of Edwards Elite Guardsmen walks into the room, and whispers in Edwards ear. "Oh ok. well it shouldn't hurt their travel plans." the guard then whispers something else into his ear. "Right. Thanks for reminding me. I'll ask later, when it is relevant." Edward then turns to the other delegates. "Sorry about that. What I was going to say is that I support what Porsche said. The Humanitarian Council has done nothing. I don't know if its because there has been nobody to help, but I'd like to send my relief supplies somewhere."

[Petrokovia]

"Almiana is still recovering from the civil war, so we can all send our efforts there. And It seems only the groups with any kind of leadership have any initiative. So, we shall take a vote for which member of the RHEAC should become the leader."
Nonna walks up to the Premier and hands him a drink, from which steam was coming. She turns to face the camera a gives a small wave before walking off. For a brief moment, music can be faintly heard through the open doorway to the Premier's office, until the door is again shut.
