Do they keep the names of the people who refused? What's stopping them from publishing the names of the people who refused?

Incidentally, I do think people are downright stupid for handing over DNA to be officially recorded in a database which can be referenced anytime forever.
However, being fuck ass stupid is not something I consider especially oppressive.
