This is the OOC / discussion thread for the Second Esquarian Summit. It has been a while since the last one (as well as the other) died. In light of the recent unfortunate events happening in the region, I believe it is about time that we participate in a region-wide RP that will once again unite the region as a whole in harmonious bickering.




There will be two major goals that the pre-RP discussion phase should achieve in order to keep this one alive for a longer time:

1) The host of the Summit, including the nomination and bidding phase

Since multiple players have expressed their wish to host the Summit, the host shall be determined in the way it should be... bidding!

All countries that are currently in the region of Esquarium can nominate themselves as Host, who will then submit material regarding the avenue of the Summit should they succeed in obtaining the position. Once the nomination phase has ended, voting will commerce in this thread, with each player having one vote.

2) Agenda of the Summit

After reading the last Summit RP, I believe one of the major reasons it died down before the end is the lack of a clear agenda. Without the "next topic" to be pushed towards, it is easy for RPs to lost their track and momentum when the characters inevitably catch themselves in bickering. As such, it would be beneficial if we can determine at least a rough agenda for the Summit.

All players currently in the region of Esquarium can propose topics. Ones that fulfil our standard will be added to the agenda. If there are too many topics in the agenda, some of them might be removed from the list depending on the circumstances.

Current list of topics:

  • Climate change and solutions
  • Encouragement of free trade between countries
  • International humanitarian organisation recognition
  • International law and enforcement
  • Intellectual property and copyright
  • International terrorism




Players are free to discuss everything else in the thread, as long as they are relevant to the Summit.

The Eternal City





Welcome to Miyako of Sakan, or Inkyan as it is known within the Imperial realm. For the last thousand year, it has been the residence of the Emperors of the Most Serene Empire and - during the golden days of the Empire, one of the most prosperous cities the world has even seen. Although its role as the beating heart of the Imperial economy has long been delegated to other burgeoning settlements on the Home Islands and beyond, the Imperial capital will always serve as a living testimony of the glory of the Empire.

While the capital city is famous - perhaps infamous - for its rigorous maintenance of the original architecture dating back for more than a millennium - older than many countries in the world - it would be a mistake to assume Miyako of Sakan as simply a relic of a bygone era. Not only do modern infrastructure from water, electricity and internet connection flows beneath the ancient buildings from the golden age of the Empire, but a fully-modernised city has been built as an expansion of the Imperial capital: the Empire simply believes that modernity and the disciplines of the ancestors can coexist, as long as there are those willing to listen to them.




Avenue: Imperial Retreat, of the Imperial Botanical Garden

As approved by His Most Serene Majesty, the Summit will be held in one of His retreated located in the Imperial Botanical Garden. Despite its name, the Imperial Botanical Garden is no mere greenhouse: it would be more convenient to consider it as a large park. Diligently maintained by members of the Imperial Cult, the botanical garden is home to numerous types of flora and small fauna hailing from all corners of the world. The idea that every flowers - regardless of their origin - can blossom in the same place, proudly displaying their beauty without overshadowing others represent the millennia-long wish for the Empire to see all cultures coexist peacefully, which is also one of the main goals of the Esquarian Summit.

The Imperial Retreat is surrounded by the botanical garden, providing participants with clear atmosphere and pleasant scenery as a relief from the turmoil of sprawling metropolis and burdening politics. Designed and built for Emperors, the Retreat is among the proudest achievement of Imperial engineering, where the marriage of modern material and machinery and traditional architecture creates a building that is both comforting for its inhabitants, and aesthetically characterises the long history of the Empire.

Although it is not meant to be a place for proper feasts, the Retreat has built-in kitchens and chambers private and public alike, where participants can relax and nourish themselves with quality food provided by the best cook of the Empire - if not the world - to maintain the best performance for the Summit. It also has an annex, showcasing some of the rarest flora and art collections of His Most Serene Majesty, which will be open to all participants of the Summit.




Abode: Gyouwa Kaikan

During the Summit, Gyouwa Kaikan will be the designated residence of all foreign participants of the Esquarian Summit. Located at the edge of the New capital, Gyouwa Kaikan is reserved to only the most wealthy and powerful individuals both inside and outside the Imperial realm, and thus the perfect location for participants of the Summit to receive their well-deserved rest after each session of the meeting. The 12-floor main building houses more than 400 rooms of various size and architecture, every single one of them designed and built with the highest quality one can imagine. Apart from rooms designed with traditional Imperial culture in mind, Gyouwa Kaikan also offer suites built after luxurious and comforting abodes from all corners of the world, ensuring that entrants will fell right at their home at the other side of the vast ocean if they wish so.

Gyouwa Kaikan is also home to one of the most well-maintained and staffed kitchens in the Empire, if not the entire world. Supported by the Culinary Office of the Imperial government, participants will be provided with high-quality food from numerous cultures both within and without the Imperial realm, so that everyone will be able to satisfy their body and mind to the fullest. Outside the feast hall, Gyouwa Kaikan also offer a wide selection of entertainment and recreation in both its main building and annex, including hot spring, bowling avenue, theatre, library and regulated swimming pool.




Transportation: Anegaha International Aerodrome


Most participants will arrive in the Imperial realm through Anegaha International Aerodrome. As one of the few gateways to the world, Anegaha is fully-equipped to serve all kinds of air transportation in the world, from state-of-the-art passenger liner to durable military transport, as well as majestic air ships and flying boats. As honourable guests of the Empire, all participants will be escorted through VIP passages of the building, leading them directly to the platform, where express trains reserved for them will ensure them a comfortable and quick journey from the aerodrome to the Imperial capital. For those who wish to approach the Summit avenue more directly, restricted airports in Miyako of Sakan are also available for their entrance to the Imperial realm.

While participants are welcomed to bring their own vehicles for transportation for the duration of their stay, the Empire will also provide limousines and chauffeur in their service, which will be able to provide swift transportation between numerous spots for the Summit, as well as other recreational destinations to their heart's content. Access to express ways are also granted to spare them from the usual traffics of the Imperial citizenry.




Security


As prestigious guests of His Most Serene Majesty and His Empire, all participants will receive protection and security of the highest grade from all branches of the Imperial government and military. For the duration of the Summit, both Gyouwa Kaikan and the Imperial Botanical Garden will only be accessible to members of the Summit, designated servants and workers of the Empire, as well as individuals who have passed both security check and approval by relevant participants. The perimeter of the avenue, located within the Imperial capital, will be defended by the elite guard division of the Imperial military, ensuring that nothing short of "a full invasion by a superpower" would be able to disturb our guests at the Summit. Similarly, all important passageways - including Anegaha International Aerodrome on the day of arrival - will be reserved to members of the Summit only, and guarded by personal bodyguards of His Most Serene Majesty.

  • All countries and contested polities can participate, even those that we do not recognise. They will not be treated differently. Similarly, countries/polities will not be barred from this RP due to IC reasons. However, they CAN be barred from it due to OOC reasons, such as godmodding or being a general pain in the arse in this RP and refusing to correct it after being warned.
  • There would not be event-breaking drama such as protesters breaking in or mysterious murders.
  • Unless requested otherwise, I will not cart players through scenes. It is safe to assume your delegates and whatnot will arrive at the conference room without hassles. However, I can detail some of the scenery if the players want.

Host Bid - Second Summit of Esquarium


Welcome to Kenyen, capital of the constituent Republic of Nantai. With 1,020,498 people, it is the 15th largest city in Luziyca, and the largest city in Nantai (around half of the region's populations live there). With its "eternal spring"-like climate, Kenyen has been historically a major destination. It is also known for being claimed by Namor, but it doesn't matter.

Founded around 1470, Kenyen was the major center of Namorese settlement (having been conquered by the Akka Dynasty), and remained under Namorese rule until 1898 when they transferred control of Nantai to Luziyca. It has maintained a rich and vibrant cultural heritage, with lots of Txoist temples, museums, and cultural centers that promote Namorese culture, although lots of Luziycan development and culture have entered too. Today, it is a major economic center, albeit not as influential as Gijirokastra, Jerusalem, Bethlehem, or Yerevan.

It is home to one of the sources of the Kirk River that empties out into the Kirk/Solned Delta, shared between Luziyca and Geadland, with the springs being seen in the days of yore as a source of eternal youth.

Nantai International Finance Center

The Nantai International Finance Center is a 101-story tall building built from 2003-2013 in the international style. With 70 state-of-the art conference rooms using massive innovations such as massive interactive screen which is far more advanced than their Aininian counterparts powered by electricity (coal pays), and an overhead projector, the finance center includes a large auditorium on the 2nd to 5th floors, designed to seat 2,000 delegates, the Nantai Stock Exchange (formerly a subsidiary of the Bethlehem Stock Exchange), and a restaurant on the 101st floor, shared with the largest conference room, called "Mianbao Express," serving gourmet Namorese and Luziycan cuisine. The windows of the 101st floor also provides a great view over the city of Kenyen and on a clear day, you can see the Namo-Luziycan barrier separating Luziyca from Namor. The largest conference room has a table carved from the wood of the legendary Ginseng tree which according to legend was the sign of immortality and which said tree fell during a storm in 1959. It is said to have the most comfy chairs and is designed to increase productivity. That floor (shared with the Mianbao Express) will be where the summit is to occur should it be held in Kenyen.

Renowned for its proximity towards Kenyen's Central Business District and great tourist attractions, the building is fully outfitted with options for the deaf, blind and physically disabled, resulting in a vast accessibility. Dozens of guides fluent in many languages available on request, including German, Iglesian, Luziycan, Namorese, Swedish, English, or French, to name a few.

Jung To International Airport

The Jung To International Airport (EOS: KEN), known from 1953 to 1966 as Kenyen Airport is the main gateway to Nantai. Serving both domestic flights in Luziyca and international flights (predominantly Namor) is not a huge airport, but one of the more beautiful ones. It has the longest civil aviation runway (4,887m) in Luziyca (only our space program has longer runways for their space shuttle, though Kenyen was saved as a landing site when we operated the shuttle from 1981 to 2010 in case of emergencies), and is connected by the Blue Arrow bus shuttle service from Downtown to the Airport, taking 20 minutes, as well as a massive center for buses, taxis, limousines and carpool vehicles. A large parking lot accommodates up to 15,000 vehicles, which the road merges onto Federal Highway 10, a long highway that starts at the Namo-Luziycan border (from there, it continues as the Interdistrict 55) and ends at the border south of Yanual.

The Nushen Kenyen

The Nushen Kenyen is a large resort that was built from 1988 to 1992. With 3,000 rooms, and located just five minutes out of downtown, it is a perfect place for state delegations to stay for imporatant conferences. During the event, the highest floor (40th floor) with all the more expensive suites (70 rooms in all up there) will be reserved for members of the delegations, journalists, leaders and representatives attending the summit.

It has several gourmet Luziycan, Namorese, Iglesian, and Aininian restaurants, a large swimming pool, several hair salons and souvenir shops. It even has an avant-garde restaurant whose gastronomy is out of this world.

Transportation


When the delegates and accompanying staff arrive at Jung To International Airport, they will be met by officials from the Department of Foreign Affairs and the Department of Homeland Security, to direct them to waiting limousines, which will bring them to the accommodations on Namo Boulevard, via cordoned off VIP lanes (think Olympic lanes from London), and then on the days the summit is to occur, to transport the delegates to and from the Nantai International Finance Center.

Security


For a week before, and during the summit, security restrictions will be imposed. The entirety of the Central Business District will be off limits to protesters, with strong police surveillance by the Kenyen Police Department who will not hesitate to use lethal force if needed. The exception will be Jacob Cho Stadium, which will be designated a "free-speech area" and located 3 km from the buildings, far away to not see them except at a distance. Otherwise, protesters will be only allowed to protest 20 km or more from the Central Business District.

On arrival day, the transportation will be heavily guarded by Kenyan PD, the CIA, and the Luziycan Armed Forces, and the hotel will be guarded by these three forces during the event, as well as the International Finance Center. Protesters trying to protest in the 20 km vicinity of the CBD (or 2 km of the airport) will be subject to detention and possible trial for disruption of the public peace, and that they will do anything, from tear gas to tazering the protests. During meeting hours, the CIA will ensure the protection and integrity of digital services and networks used during meetings and engaging in counter-terrorist checks, meaning that there would likely be increased wiretapping to make sure the security of the summit won't be disrupted.

All delegations shall receive diplomatic immunity and for the Namorese government, they will be allowed to enter with no inspections at the Po'ai Port of Entry.

For free trade, like how to encourage free trade across nations, and actions against demographic manipulation as in like trying to see if we could condemn demographic manipulation across the world and how to solve it.

Demographic Manipulation is a sub-genre of electoral fraud (vote rigging), where a particular electoral area is demographically manipulated (via moving favourable population or suppressing opposition) by fraudsters to produce a foregone conclusion. In some cases, it is done deliberately to force a electoral result in the fraudsters side, usually making money of the side. Electoral systems vulnerable to Demographic Manipulation are first past the post (FPTP) and the wards system.

Many Otekians who held positions in the government of the Second Republic of Oteki flee to other country, fearing Namor will take revenge against them. Bright young people also move away for a better life. They leave behind a lot of unoccupied houses, especially the better quality houses, so what better for Namor than to invite their own loyal citizens to travel across the country and go live there? Suddenly, this town has a sizable Kannei population. The Kannei and Otekians don't trust each other. Racial tensions are high and discrimination is practiced by both sides. The Otekians find themselves shouldered with worse jobs and houses. Fed up with this, many leave for the more Otekian parts of the region, paving the way for more Kannei settlers. No, the point is the host provide the traditional clothes of the host country itself to all delegates for the photo shot, like they did in APEC back then. Of course, one can argue that they have multiple types of traditional clothes and deliberately screw over some of the delegates that way, but I think it is safe to say they will not receive many endorsement in that regard.

Oh, i thought it'd be like we supply the clothes that their culture wears. But alas, we have a few styles (Asian, Norse, Slav, Romance, and African), so we'll probably try to match it as close as possible.

That would 1) probably cause quite a few faux pas since odds are host might not know a lot about many of those cultures and 2) become repetitive quite quickly since that means all delegates will dress more or less the same every year.

The current time limit is one week, but if you are quite determined to host, it can be extended a bit. When would you expect yourself to submit your app?
