Autocratic Regions and Nations

Hi I have a proposal that the General Assembly of the WA allows nations to define themselves as Autocratic be it in the Regional or National sphere. This would further authorise rulers of said nations to be called autocrats. Further any nation with this status would be exempt from any governmental change unless so desired through natural change.
