Preamble

We recognize the threat of Poverty that has swept the member nations of the United Nations. Furthermore, our latest statistics has revealed that poverty is one of the main reason why people commits both Major and Minor crimes alike.

We also affirm that Millions of children are being oppressed by several ''Unfit'' UN Member states. Our census has given us that majority of ISIS volunteers has submit to this unrecognized ''Islamic State'' because of Poverty. With that, thousands if not, Millions of families have suffered serious crimes linking to poverty.

Thousands of Children are currently in several Welfare centers. Some of which are left to rot.

We are proposing an Act which declares that no Government shall be involved in any offenses that leaves any Children in harms way or abandon it in a welfare center to rot or god forbid, Die. Will be aided by the United Nation's Humanitarian arm. Moreover, those who are also under the listed in the Watchdog's watch-list will be criticized.

What do you propose?

I - Establishment of an International Welfare Watchdog

For centuries, Citizens are being oppressed. Even to this day, several governments. Especially in Latin America and in Africa has still continued this barbaric acts of harassment. The Icelandic people has severed ties with Oppressive governments. As such, the Law-abiding Citizens of a certain member state must be treated EQUALLY. Statistics shows us that National run census are being censored by certain governments.

II - Aiding and Thrusting a Welfare-Deficient nation.

Everyone has the right to be accommodated. Currently, several governments has abandoned Human rights and has outright oppressive laws which limits the freedom of the People. If Malnutrition is widespread and the Government shows NO EFFORT to INCREASE the WELFARE of it's citizens, Only then will the UN send the Humanitarian arm to help the said Nation.

What should the UN expect if this is enacted?

I - Increase in Economy

The More people that has Welfare, the more economic gains you get. With welfare, People can learn in schools which will soon enable them to have a job. More chances is that they will be more successful.

Majority of the Economy relies on the Nation's workforce. If we are able to stress out this Oppression, the Workforce will definitely increase.

II - Decrease in Crime

As said, Poverty is one of the Main reason why crime is abundant. If a nation strives to stop crime, they must stop it's source; Poverty. We must act against Poverty and Malnutrition. These two threats are the roots of a Crime-rampant nation.

III - Decrease in Rebellion.

The More chances the people get, the less chance their is a rebellion. Majority of the people are happier with Welfare perks. Increasing their morale and giving them a reason not to fight their own Government.

IV - Global Prosperity

With all of that, we would finally say that Prosperity will be brought if we end Oppressive governments.

The Democratic People's Republic of Korea, condemns this act as a barbaric opportunity to destabilize stable regimes, and cause armed rebellion within once stable communities. By passing this act, you are decreeing that every member nation of the United Nations, must treat all citizens with equal rights, which is agreeable to us. What is not agreeable, is giving EVERY citizen the same rights leads to anarchy and an increase in terrorism which we all want to prevent. The United States will have to give up their right to detain terrorist, by giving them a jury which will most likely endanger their citizens more and cause the War on Terror, to lose support. And if terrorism wasn't enough of a threat, most of the nations that you have described to have problems are in the midst of civil unrest and some in a full scale war. Just because they are treated unfairly, doesn't mean we should go United Nations will save the day. In the end, we all want to become closer in relations but this act, will cause tension to the point of a pre World War II era, destroying the very foundations this institution was built on!

We must hereby vote AGAINST, this resolution as an act of infringing on the rights of Sovereign Nations, represented in the United Nations.

The Government of Iceland wishes to defend the said Resolution,

Affirming... that majority of crimes are coming from poverty

Notifying.... that only unreasonable and unprogressive countries which has total zero progress in achieving better welfare acts will be sanctioned

Proclaiming... that Nations will have no civil unrest if improved

Disgusted... by the acts of oppressive regimes that has no efforts to improve the life of it's citizens

Recognizing... the rights of sovereign nations

Defending... the oppressed citizens of the world.

Declaring... that the said resolution did not include terrorist being set free by their respective governments

Agrees... that every government has the right to IMPROVE it's own CITIZENS.

Verifying... that not Every citizens will be given better welfare but rather the LAW-ABIDING ones only.

We agree that a majority of crimes are committed by people in poverty, but crime is not the topic of discussion here. The main reason for these nations that are so called "unprogressive" is mainly because of rebellions, and general civil unrest as I have stated before. How do you expect to give welfare to those who wish to tear down perfectly democratic governments that may or may not be able to defend themselves, to people who may become rebels the next day. I understand that this is not the situation with some states in Africa and Central America as listed in the resolution, but a good portion of those "Welfare" programs are going to Defense programs just to keep the region stable. Security over Prosperity in needed cases. After security is established, then they can give the welfare programs.

You proclaim that nations will have no civil unrest if this is given. This is not true in the slightest. Give me one country on planet earth, besides your own, that has zero-crime, zero-rebelliousness activity, and zero-hatred. It dosen't exist, and civil unrest is defined as this:

There is no way to stop all forms of unrest such as riots or protest, making the proclamation a complete lie, and unreasonable goal. You say you recognize the rights of sovereign nations, but you intend to punish them for an internal problem of poverty? How is that allowing a nation to actually govern over their own territory without intervention? You wish to defend oppressed citizens, but hence your resolution was targeting poverty which has nothing to do with oppression. And a huge contradiction in your statement here, is when you agree that individual governments have the right to improve their citizens. So with that simple statement, why are you pushing an international body to do that for them forcefully?

With these statements, I motion for the bill to be removed or otherwise completely re-written to more of a advisory committee, that watches nations filled with poverty and decrease aid gradually if they do not fulfill obligations designated by the resolution, then outright punishing them in the United Nations.

China uses its VETO on GA001. This resolution, while it's intentions are good, clearly infringes on the sovereignty of the individual members of the UN by dictating how economies should be run ignoring individual cases. Not only that but the resolution does not provide a good mechanism to enforce what it proposes it merely restates what is already being done.

The USA is in support of resolutions concept, but in present form it doesn't seem to be able to really enforce anything. We must abstain from voting.

OOC: When the resolution says GA it means General Assembly, not the Security Council. So it cannot be veto'd.

The Icelandic Delegation would like to inform that Vetoing a said General Assembly resolution is null.

However, the Proposal would downgrade by removing the harsh punishment imposed to the Oppressive states.

Currently, the sanction would just be on criticizing the Nations and a more benevolent approach; the UN Humanitarian Aid will be used if necessary if a Poverty-stricken nation would be under the International watchdog.

Preamble

We recognize that Libya, our western neigbour is a failed state. A misjudged attempted by NATO to bring peace to the country left in a worse state than every before, it is now under the control of radical Islamists with the true government living on a car ferry in Tobruk.

Libya holds large amounts of oil and, if the country falls to IS, it could cause a global economic crisis, because they will not stop at Libya, they will move in to Algeria and Egypt, cutting of millions of gallons of oil and gas from the west. We, the nations of the world must act to stop this.

Whats more, ISIS control over a country as large as Libya could bring misery and death to thousands of people. The 300,000 Coptic Christians in Libya would undoubtedly be oppressed horrendously by ISIS rule, and many of them will be killed. If we let ISIS take control, it is very probable the ISIS government will launch a horrendous genocide on the 300,000 Coptics as well as other religious minorities

What do you propose?

1: The removal of terrorist threat

Egypt has taken upon itself to remove all terrorist groups from Libya and place the government back in power; this does not concern the SC

2: Creation of a peaceful government

This does concern the SC. Egypt asks that the UN sends a peacekeeping force to Libya to make sure the country does not plunge in to another civil war (like it did in 2011). A concentrated, large, dedicated team of Peacekeepers could make sure Libya is converted in to a free democracy within two years. I would also ask that the Peacekeepers remain in the county 3 years after a government is elected to make sure peace is secure. Egypt asks that 16,700 Peacekeepers be sent to Libya to help build a stable and prosperous country. Egypt will provide 5,700 of this force.

What should the UN expect if this is enacted?

Simple, peace in Africa which will mean improved lives millions , cheaper oil for the west, a triumph over international terrorism which will make the world more secure and better lives for billions of the world’s citizens.

The Saudi Arabian delegation would like to call special attention to GA001. In the preamble, the Irish delegation cites "our latest statistics." In Section 1, Article 1, entitled "Establishment of an International Welfare Watchdog," no actual basis is made as to the establishment of an International "watchdog" state, including funding, leadership, and clear parameters. Furthermore, numerous grammatical and spelling mistakes, such as misuse of capitalization. Furthermore, the whole resolution is voided by the lack of a definition of the term "welfare." Saudi Arabia, therefore, motions the Chairman to table GA001 for discussion, revision, and amendment.

On the matters of SC001, Saudi Arabia wishes to urge the authors and sponsors to provide a possible size of the force. Other than that, the Saudi delegation strongly urges the Security Council members to vote in affirmation of this bill.
