I don't know who Maddox is, but Wikipedia looks the same as normal. So far, the only place I've seen that ad is the East Pacific RMB.

I would be interested to know if this problem persists after you refresh (press F5), because it could be caused by missing/corrupted stylesheets or javascript. If F5 cures it, it's probably a one-off network barf.
If not, please let me know. We have had a situation once before where Google automatically enabled some kind of new sticky ad on mobile devices, and we had to write in to get them to turn it off.
I can't really tell anything from the OP's screenshot; it's too low-res.
