Regional Council 2nd Summit (GNP only)

[Petrokovia]

Valera Makavich takes her seat at the table. She is reading The Rolangrad Times and drinking some water from a canteen. The room was oddly quiet tonight.

[Gaoshi]

Choi Seulgi takes his seat, and places his water bottle on the table. He takes off his thick glasses to clean them and waits for the other delegates to arrive and begin discussion.

[Ganzhe]

National Delegate to the Regional Council of the Democratic Republic of Ganzhe, Juan Díaz, puts out his cigar and takes his seat. He pulls out some notes from a pocket in his combat fatigues and places them on the table.

[Fanqiemu]

Fanqiemu's delegate Tariq ibn Dawud al-Rashid angrily sits down, and pulls out a sudoku puzzle from his pocket and starts to solve it. One can sense his anger from the sound of the pencil moving across the paper.

[Nickel Empire]

Otto Von Bismarck takes his seat and begins reading a book.

[Petrokovia]

Valera glances at Tariq ibn Dawud al-Rashid.
"Hmm. Wonder what's got him so pissed." she thought to herself.
She then turns to face Otto Von Bismark.
"The first thing on the Petrokovian Agenda is the possibility of a military alliance between our nations?"

[Pegraynaky]

Leaving her weapons in the armoured limo, Diane Mason furiously strides into the room, slamming the door behind her. As she sits down and pulls her chair in, she refuses to look at the others and instead pulls out a bottle of vodka and sits there, simmering in rage.

[Petrokovia]

Valera looks at Diane.
"You're drinking at the summit? At least the Exaequatian Regional Delegate only had a couple light drinks last time. You've really gone for the hard stuff. How are you supposed to think strait with that bottle?"

[Exaequatio]

Entering into the conference room, Richard Monroe comes in with a Hawaiian shirt and sunglasses. "Hey guys!" Taking a sip of his mango margarita, "hope all is well, just got done snorkeling from Tridacna Coral Reef!" He promptly takes a seat.

[Soviet Chernarus]

Alinski sighed, staring out of the window with a look of indifference. He would be entering Petrovokian air space soon, but for now all he saw was a forest, stretching for miles on end. He had been an extremely busy man lately, with all the White Star attacks and whatnot - he would now be attending some sort of summit. Although he knew it was necessary, in the interest of building up better relations with the other nations of the region, he was still busy - he thought about all the papers he would have to do when he got back.

He was onboard a private jet - the seats had some kind of silky cushion in it, which made the flight more comfortable. On the intercom the pilot announced: "We will now be entering Petrovokia airspace. From there we will be arriving at our destination for the Regional Council Second Summit in half an hour. Please keep seated and wait patiently - food and drinks will be provided by your assistant prior to the plane's arrival."

It was not long until he found himself speeding towards the summit in an armored SUV - along beside him were 2 guards - burly and somewhat intimidating, they were only armed with a stun gun, and would provide a bit of extra security to the summit - not that they needed any, of course. Entering the Summit room, he smiled. There was a slight bit of an accent to his voice, as he said, "Greetings, my friends. It is a pleasure to be here...now, skipping the pleasantries," he said in a more firm voice, "What exactly was the purpose of my being called here? I do not mean any disrespect, but with the situation in New San Nicholas and the White Star...well, I've been a very busy man." He still held a respectful tone, and was mainly speaking to Valera Makavich.

[Petrokovia]

Valera looked at Alinski.
"These summits are for all nations of the world to come together, discuss various issues among the world and ways to solve them, and discuss treaties and pacts among one another, as well. Some nations don't even have a delegate, and a lot of them seem to not show up. The only ones that show up are in this room now, for the most part. We're still expecting a delegate from Aaresa and Almiana. If you are too busy for the meeting, the door is behind you."
She then looks at her notes.
"Petrokovian agenda... Possible military alliance with Nickel and Chernarus, Reconstructiona and payment plans to aid Almiana, problems with Inprobus, other nations building better defense forces. Well, while I have both of you here-" She looks at Alinski and Otto Von Bismark. "-Petrokovia is interested in the formation of a military alliance with both Soviet Chernarus and the Nickel Empire."

[Inprobus]

Ion Antonescu II came into the summit meeting, giving a smug smirk and mumbling "inferior Socialist fools," under his breath as he took his seat.

[Fanqiemu]

Tariq ibn Dawud al-Rashid puts away his sudoku, and stands up to address the other delegates, specifically Ion Antonescu II. "Fanqiemu has tried repeatedly to get Inprobus to end it's invasion of Fanqiemu, however as it seems all talks have failed or have been ignored, our warnings have turned into actions. We suggest Inprobus remove all armed personnel from Fanqiemu or else they shall face utter defeat at the hands of the joint force of Mazongda-Chaxier as they are vastly outnumbered. Fanqiemu is dedicated to maintaining peaceful relations with all nations, however under no circumstances with we sacrifice our independence for peace." Tariq ibn Dawud al-Rashid slams his fist on the table and yells, "The imperialists have driven us to a war they cannot win, it is in everyone's best interests to return to their nations, and if they don't return peacefully, they shall be driven out by force, and if they don't return peacefully, I cannot guarantee that we won't pursue them all the way to The Imperial Center."

[Aaresa]

The delegate from Aaresa, John Hardings, walks in, wearing a nice suit. He takes his coat off and puts it on the back of his chair as he sits down, somewhat sheepishly.
"Wow... It's kind of loud in here, huh?"

[Almiana]

Micheal Stoneburg walks in and promptly takes his seat.
"Sorry I'm late. So, did I miss anything?"

[Nickel Empire]

"Valera and Alinski, the government of the Nickel Empire believes that a military alliance is in the best interests of all three of our nations and in order to cement this alliance we also propose that we build permanent military bases in each others territories. Now if you excuse me I have to go to South New San Nicholas as I am now the governor of the penal colony there. My replacement shall arrive in a few hours."

[Inprobus]

Tariq ibn Dawud al-Rashid puts away his sudoku, and stands up to address the other delegates, specifically Ion Antonescu II. Ion Antonescu II elegantly rose up from his seat and gave another one of his smug smirks, "What an empty threat. You seriously think your rag tag group, you claim is an army, can attack our capital? You can't even get 400,000 of our troops out of your own country. You would not even make it to our shores before being blown out of the water." Ion Antonescu II then turned to the rest of the delegates, "The Inprobus Empire rightfully conquered plots 22 and 23 on the map and therefore it is our right to keep it and develop it. If those lands become officially recognized as parts of our jurisdiction, then, and only then, will we withdraw our troops from Fanqiemu."

[Soviet Chernarus]

"I think we could agree to that. The possible terms for a military alliance with Petrovokia...both our nations should feel obliged to help each other when either nation is threatened by a foreign power...meaning, we should help each other with direct military support in the improbable case that either of our nations are invaded. But we are not obliged to help each other in EVERY war. We should be able to host joint military exercises between our three militaries, where we can learn from each other...that should sum up the main points. Anything else you would like to add?" Alinski replied, while writing furiously on a piece of paper.

"I will also agree to allow the Nickel Empire to construct military bases on Chernarussian territory, but duly note that it will be under close surveillance at all times."

"Regarding reconstruction and payment plans to Almiana, especially after it has been suffering under the rule of a dictator and the Aaresan and Chernarussian invasions...we already have them in place. However, I believe we should be able to organize a Regional Commitee within the Council in order to help organize reconstruction efforts in the aftermath of the Great War. Therefore, I propose that the Regional Humanitarian Efforts and Aid Committee be formed in the greater interests of the world. Its primary purposes will be to provide post-war aid, financial assistance, and organize and conduct humanitarian aid operations and efforts across the world. Not every nation will be required to join the Committee but those who do may be able to donate money and humanitarian aid workers to the cause."

"As for the problems with Inprobus, we have not received a full response from them regarding the conclusion of the Great War and the peace treaty. We know little about the situation there, so if you could elaborate more on that..."

"Moving on, I understand that some countries may have internal difficulties in establishing an effective defense force, and that without one, may be threatened by other foreign nations or even an invasion, if it were to occur. I understand that if we were to send supplies, weapons, vehicles, officers to help better their defense purposes, it should be used for defensive purposes only, with a few exceptions. With the consent of those governments, we should initiate programs that could help them improve their military and create a capable force that will be able to defend their soil, should the time come."

"Also, another issue I would like to address is the White Star. The government of Chernarus has officially recognized it as a terrorist group, which has recently been known to have committed many atrocities, war crimes, and genocides of villagers in the Nicholasian countryside. With the recent attacks on Petrovokian military bases, we have good reason to believe that they are spreading out to other countries. We understand that an entire coalition of nations have set aside differences in order to end this terrorist menace. However, most of our operations have been extremely unorganized and uncooperative with other nations. Therefore I propose a Unified Command between all generals and commanders leading counterterrorist efforts against the White Star, in order to better organize operations, cooperate with other nations fighting against the White Star, and alert and inform the people of this dangerous group."

"Anyway, that all being said - any qualms? Questions? Problems? Agreements?"

[Petrokovia]

Valera looked somewhat skeptical.
"I don't think we can agree to having foreign military bases within Petrokovian territory, no matter what nation is operating them. We can have an alliance, but we won't be having foreign bases on our soil."
She turned to the Chernarussian delegate.
"We agree to the issues about White Star, and with the Regional Humanitarian Efforts and Aid Committee being formed. We agree to the first point on our military alliance. And we would agree to something similar with Nickel. However, we will not allow the construction of other nations' military bases on our land. As far as the Inprobussian issues go, it is our understanding that Inprobus, during the Great War, had invaded its neighboring nations, and still refuses to withdraw.

[Soviet Chernarus]

Alinski spoke to the Inprobusian delegate, "Could you explain what makes those territories a rightful part of your empire?"
He then turned to Valera, "Good then. We can organize the Committee later."

[Petrokovia]

"The USSP would be in favor of it, but we thought you were a pacifist nation?"

"We are pacifists, but with the recent atrocities of war so clear in our minds, we are beginning to size up our military for defensive purposes as we are aware that not all solutions can be dealt with peacefully. It would be in Exaequatio's best interests to join the military alliance."
