Many have awaited this moment, and yes, it is another Roubao war thread. Or I shouldn't say "another," because in reality this is the first actual war that's going to be fought over Roubao (past conflicts were just "crises"). But back to the topic, this is the OOC thread of what is to become an epic war RP between the disputed territory of Roubao and the Jahistic Republic of Unolia and its allies. The war will certainly drag in the Triumvirate, the military alliance formed between Unolia and its allies with "reunification with Roubao" as one of its primary goals. The RP is semi-open, non-Esquarians (with few exceptions) are welcome, but as always the right to reject certain individuals from participating for one reason or another is exclusively mine.
Most of the rules are common sense---no godmodding, no crazy-ass military roleplaying that doesn't sound realistic at all, no IC-OOC sentiment clashes, and so on.
So, just what's up with Roubao?
To understand the complex nature surrounding the territory of Roubao, I suggest that people read this article and other Roubao-related articles on IIWiki. However, I also suggest that you read this also, so participants in the RP can enjoy a full view of what's going on in Roubao, and, of course, take sides.
But to condense it all up, Roubao has been a disputed territory ever since the Unolian Civil War ended with a Jahistic Party victory. The defeated and overthrown Unolian monarchy fled to Roubao in 1997, and reorganized the Kingdom of Unolia. Subsequently Jahistic forces tried to take over Roubao, but their advances were halted thanks to lack of support in Roubao for Jahisticism as well as support from the People's Republic of Namor, which was at the time an ally of the Unolian monarchy. Therefore, Roubao remained under monarchist control; the Jahistic Republic of Unolia (JRU) claims Roubao as its territory, while the Kingdom of Unolia on Roubao did not recognize the JRU and maintained it was the sole legitimate government of all Unolia.
Things became complicated when pro-democracy protests broke out in Roubao starting 2006. This became known as the Peony Revolution. Two referendums were held during this time---one in 2007 that saw overwhelming support for the monarchy to be overthrown and another in 2008 where Roubanese voted in favor of achieving de jure independence from Unolia. Once it was all over, the Unolian Monarchy had been permanently unseated, and the new authority in Roubao no longer considered itself a part of Unolia. This was not received optimistically by the Jahistics in mainland Unolia despite their animosity towards the toppled monarchists. The new Roubanese government followed a parliamentary system contrary to the dominant (if not one-party) party government ruling Unolia.
After Roubao gained its independence which Unolia didn't recognize, Unolia continued to clash with Roubao at times, mainly because of the Unolian leadership's convictions that Roubao is Unolian territory and Roubao is being used as a tool by Namor to destabilize Unolia (they point to Namorese military presence in Roubao). The latest clash happened in late August and early September of 2013, when Unolia conducted a week-long bombardment of Roubao (known as the Second Roubao Crisis). As expected, Namor intervened on Roubao's side, and ultimately Jarrod Thuman, the leader of Unolia, ordered the stop to bombardments for the time being.
Since, Unolia championed the establishment of the Esquarian Triumvirate Alliance, whose goals include striving for the military takeover of Roubao. This means that if any conflict occurs between Unolia and Roubao in the future, it will involve the Triumvirate alliance and its member countries.
What's the Plot?
So recently, there's been unrest ongoing in some parts of mainland Unolia. First, there was the pro-monarchist "Greater Unolian Society (GUS)," which has been using terrorist tactics to destabilize the Jahistic government. The GUS posed a direct challenge to Jahistic rule; second of all, the autonomous region of Kentanu tried to secede from Jahistic rule, but that attempt was squashed by the Unolian military. Unolian leaders allege that Namor has been supporting both the GUS and the Kentanese separatists, and aid to these two groups are transported via Roubao. Naturally this gives Unolian leaders a reason and incentive to annex Roubao sooner.
Tensions rise dramatically when Unolia captures a Namorese citizen who swam from the northern coast of Roubao to the shores of southern Unolia. Nobody knows exactly why the Namorese even wanted to swim to Unolia, which few Namorese even travel to, but the Unolians allege he is an employee for NAMUNAID (Namorese Universal Aid), a civilian aid agency of the Namorese government that allegedly delivers aid to some countries to promote subversion. The captured Namorese citizen is tried, Unolia uses the incident as a casus belli to attack Roubao, and from there the war begins. The Unolians, for once, make some gains on the ground in Roubao, annexing some parts of northern Roubao. This creates a dilemma for Namor, whose President-General has once tried to bridge the gap between Namor and the Triumvirate countries, and realizes that if he does something he will have to abandon his initiative to improve relations with Unolia.

Please note that this RP concerns Roubao and surrounding areas (meaning Roubanese-controlled waters and possibly even parts of Unolia) only. Also, most of the fighting will be done between Unolia and Roubao. Foreign involvement is expected (and welcome) in this RP, but this shouldn't be something that turns into an all-out war between regional or world alliances.
