Civil Rights points won't go up?

I was just wondering, i've solved some issues that i thought will increase my civil rights level, like allowing women to breastfeed in public, or abolishing watershed and inheritance tax, but there's no change to the civil rights level.

Why is that?

It gets harder to change any of the three major stats the closer you get to the extremes (100 or 0). You have high civil rights so going higher is going to be a slower climb.
