To be fair, I can see what this resolution intends to do, and that's not a bad thing. Unfortunately, the resolution is trying to catch the wrong train. The drafting of the next related proposal should be about restricting WHAT infringements of common law someone can be arrested for. If you look at that idea, it's a compromise isn't it? Suspects can't be arrested for anything, yet customary law still stands! Think about it peers!
