New Capital City Open to Immigrants

The Confederacy of Arcaio has recently finished construction of our new capital city of Naresha.

The Confederacy is inhabited by the Caltor, who exclusively build their cities underground. However first contact almost two centuries ago revealed that this was not the norm for most other peoples. Most races find the underground dwelling of the Caltor uncomfortable, physically and psychologically. Therefore it was decided a new capital for the Arcaio should be built above ground to accommodate other species. The building and furbishing of the completely carbon-neutral Naresha is complete, and it is fully ready to receive up to one million residents.

Why should we care about the comfort of other species in our capital, you ask? As a consensus democracy, the Caltor wish like to take in as wide a range of opinions as possible. So, to broaden our range of opinions and ideas, as well as build favorable relations with other species, we are inviting up 1000 settlers per species to claim homes in Naresha*. These settlers will be under the jurisdiction of the Confederacy of Arcaio, however we will consider any legal or rights requirements. In regards to the residents of Naresha, we will be complying with all World Assembly resolutions.

The Caltor predominantly believe in a monotheistic religion centered on a goddess-ancestor, which has been known to incorporate ideas and beliefs from other religions. They would welcome these new beliefs and festivals.

No, the Freedom of Speech was removed after it sparked many pro-democracy riots. Naturally, we quelled these riots with all appropriate and available force. We would now prefer that those determined to exercise this freedom be exiled, such as in this case, or simply disappear.

The majority of settlers will be farmers, though there will be a few smiths, weavers, hunters, priestesses, raiders etc. The religion of humans revolve around the respect and worship of childbirth and when it comes to spirituality, women have much more say and do less manual labour in comparison to men in favour of spiritual pursuits. Men have more political sway and tend to do more manual labour than women. Used to late bronze age/early iron age technology.

I don't know what your countries laws are! These people have a culture of arranged marriages, sacred prostitution, multiple spouses (occasionally) and raiding (very rarely nowadays), I can't think of anything else which might be controversial.

General Description: Look like beautiful human men or women (usually dark olive skin and black or brown hair like above), don't tend to wear clothes.
Goblins are mostly malevolent and rarely care about any other sentient beings other than Goblins themselves, they are fond of tricking and enslaving others but they have to rely on their wit and magic because they are physically rather weak. Every Goblin is magical, but their powers tend to be rather weak, they can conjure a draft or make a small immobile thing shake or move but they cannot take over minds or shoot lightning from their fingers. Every Goblin can transform into a type of vermin, snakes and rats usually. Goblins have absolute equality of the sexes and their societies tend to be quite tribal. Used to stone age technology.

We'd be very happy to receive these settlers from the Multiversal Species Alliance, we have yet to receive a party devoted specifically to scholarly pursuits. Perhaps they would be interested in one of the vacant buildings planned for universities.

As to your question, the Confederacy is a consensus democracy. In the Caltor species, only the hive-queens are truly sentient, and share a hive-mind with their workers (similar to ants/bees). The hive-queens are telepathic and make decisions collectively, trying to accommodate everyone's interests. When disputes arrive, a vote decides the outcome. Our head of state and government is the Mother Superior, who's basically an elected constitutional monarch.

We're very sorry, but we'll have to decline your application. Your people's cultural values such as raiding, and prostitution are illegal in Arcaio, and we wouldn't want your people to have to change their culture. Also, we are a very advance, space-faring society, and we don't believe your people's relatively low technological advancement would mesh well.

We would be glad to send both an embassy and a group of Reselians.

The Embassy will be approximately 50 strong and has 5 diplomats, 10 specialised servants, 25 general servants and 10 guards from REMS (Reselian Emergency Military Service, the equivalent of the SAS). We will also send a group of settlers (500) to Naresha. They will not require anything but accommodation and employment. Among them, we have 20 of our brightest scholars who have expressed interest in working at Naresha University as professors; a group of 80 advanced technicians in most branches of technology; 2 trade federations of independent Reselian companies wishing to strike trade deals for our large Uranium Mining Sector and Weapon Production sector, totalling 50 people each; 200 unskilled workers; and a group of 100 young students who have expressed interest in learning different cultural values by going to university among other races and species.

This is excellent, the Reselian settlers and diplomats will make valuable members of our community. We look forward to their arrival. I can assure you that each group among the settlers will be accommodated, the professors will be appreciated, the technicians will provide an interesting contrast to our biotech, the trade representatives will find us willing to trade, of course the unskilled workers will have much to do in a new city, and the students will not only be educated along side young Caltor, but also members of other settler species.

We will be glad to see you. The Embassy and settlers are currently taking off now and in the Typhoon T2 they should reach speeds of approx 1200 mph. We estimate it will take 3 hours to arrive.

Would the Caltor people be interested in hosting an Embassy to the Danarian Federation?

In addition, we would like to have a small number of merchants, scientists and philosophers journey your homeland, to learn of your ways and vice versa. As lovers of all things new and progressive, the idea of such an alien world - only the highest honors intended - is fascinating to many of our learned individuals. Also, there is sure to be interest in your culture's trade-goods amongst our people. The only restriction might be your stance on dual-citizenship? They would of course be under your jurisdiction legally, so long as their basic rights are upheld - which I'm sure they will be...

Yes, we'd love to host an embassy from the Third Federation, just send them as you please. We would be happy to accept dual-citizenship, if that's what you prefer. We feel our relationship with the Federation is strong enough to justify it. Of course we have only the utmost respect for the natural rights of all sapient beings.

We're happy to accept. To answer your question of course, we share this philosophy, and settlers may choose homes on a "first come first served" basis, there are many portions of the city close to the surrounding natural fauna. Tur'Kesh is a jungle planet however, so the natural environment should be approached with caution and Caltor advice. Also, Naresha is designed as a carbon-neutral city, and incorporates vertical and roof gardens extensively. Parks and tree-lined roads are also very common. You may rest assured that nature is an integral part of life in the Confederacy.
